盐城市亭湖区农村人力资源开发研究

【摘要】：2015年中央一号文件连续第12年聚焦"三农"问题,农村、农民、农业问题得到越来越多学者的高度重视,那么对于农村人力资源的开发就显得愈发迫在眉睫。农村人力资源的合理开发,将使百姓脱贫致富,可以早日过上小康生活。所以笔者将以此为出发点,立足盐城市亭湖区整个农村人力资源现实环境,对其开发做出研究为亭湖区委、区政府的执政提供有效的决策,同时能够通过对亭湖区农村人力资源的系统研究,为将来的实际应用发挥一定的社会效益,从而实现亭湖区农村的经济健康、快速发展,缩小与盐城大市区的差距,使得亭湖区农民早日全面实现小康生活。本论文的研究工作以管理学、经济学、社会保障学等理论为基础,笔者通过到亭湖区农村的各个村落进行实地调研、走访,再有区人社局、区农委等相关部门领导的大力支持,对目前亭湖区整个农村人力资源现状进行了全面深入的调查分析,针对亭湖区存在的有关农村人力资源开发各方面相关的问题,给出了一系列的解决办法与措施。研究表明:对亭湖区农村人力资源的有力开发,对帮助亭湖区实现全面的经济升级有着重要的作用。亭湖区农村人口数量密集、质量与结构的不容乐观,导致整个亭湖区农村教育、农业从业人员的相关培训以及医疗卫生方面对农村人力资源的保障都存在一定的问题。笔者正是通过对基层细致的调查,结合发达国家的先进农村人力资源开发经验,对亭湖区农村人力资源的开发做出研究,旨在突破亭湖区现有农村人力资源存在的各种弊端,为"三农"的发展做出积极的贡献。
[Abstract]:In 2015, the first document of the Central Committee focused on the issue of "agriculture, countryside and farmers" for the 12th year in a row. More and more scholars attached great importance to the problems of countryside, farmers and agriculture, so the development of human resources in rural areas became more and more urgent.The rational development of rural human resources will help the people to get rid of poverty and become rich and lead a well-off life as soon as possible.So the author will take this as the starting point, base on the reality environment of the whole rural human resources in Tingghu Lake District of Yancheng City, and make the research on its development to provide effective decision-making for the ruling of the Tingghu District Committee and the district government.At the same time, through the systematic study of rural human resources in the Ting Lake region, it can bring into play certain social benefits for the future practical application, so as to realize the healthy and rapid development of the rural economy in the Ting Lake region, and narrow the gap with the big urban area of Yancheng.So that the farmers in the Lake area at an early date to achieve a well-off life.The research work of this paper is based on the theories of management, economics, social security and so on. The author conducts field research and visits to various villages in the rural areas of the Ting Lake District, and has strong support from the leaders of the relevant departments, such as the District people's and Social Welfare Bureau, the District Agriculture Commission, etc.This paper makes a thorough investigation and analysis on the present situation of the rural human resources in the Ting Lake area, and puts forward a series of solutions and measures for the problems related to the development of the rural human resources in the Ting Lake area.The research shows that the development of rural human resources plays an important role in the overall economic upgrading.The rural population is dense and the quality and structure are not optimistic, which leads to the problems of rural education, training of agricultural workers and the protection of rural human resources in health care.The author studies the development of rural human resources in Tinghu Lake area through careful investigation at the grass-roots level, combined with the advanced rural human resources development experience of developed countries, in order to break through the shortcomings of the existing rural human resources in the Ting Lake region.We will make positive contributions to the development of agriculture, rural areas and farmers.
