【摘要】：舟山是我国远洋渔业事业的先锋者,自1985年3月10日,舟山海洋渔业公司派出的4艘远洋渔船参与我国第一支远洋渔业船队,从而开创了舟山、乃至我国远洋渔业发展的新纪元。渔业是舟山的传统产业、优势产业、特色产业和民生产业,是舟山渔业重要组成部分,是舟山渔业经济新的增长点。经过三十年的发展,舟山已成为全国最大的远洋渔业生产配套基地、远洋自捕鱿鱼输入口岸和国内主要的远洋水产品的加工地区,远洋渔业产业规模不断壮大、行业发展势头良好,在行业内外的影响力越来越大,舟山已发展成为我国远洋渔业领域强市。本文在对舟山远洋渔业的经济情况、管理体系研究的基础上,结合世界上其他远洋渔业技术水平先进的国家和地区发展远洋渔业的经验,分析出舟山远洋渔业发展过程中出现的问题、面临的困境,探讨有利于推动舟山远洋渔业健康持续发展的对策建议。本文运用科学的数据处理方法,利用相关分析、差异分析、对比分析、动态分析等多种分析方法,多角度、深层次的剖析论文需阐述的问题。论文主要包括下列方面内容:引言部分主要介绍了舟山远洋渔业的研究背景、资料来源、研究方法、研究结论;第二部分主要论述了远洋渔业的概念、重要意义、经营管理情况及管理政策;第三部分介绍了国外远洋渔业研究情况、国内远洋渔业研究进展、远洋渔业经济与管理相关问题研究的必要性;第四部分分析了舟山远洋渔业的发展历程、发展优势、经济效益、经营管理体制、发展环境、以及发展中遇到的问题;最后一部分研究了推动舟山远洋渔业健康持续发展的对策建议。本文的创新之处主要包括:1.在结合我国远洋渔业经营管理研究的基础之上,对舟山远洋渔业的发展历程、发展优势、经济效益、经营管理体制、发展环境进行了全面剖析,同时指出了舟山远洋渔业发展中存在的问题,包括远洋渔业经济效益不高,远洋渔船装备的现代化水平较低,远洋从业人员综合素质不高,远洋渔业后勤服务保障不完善,远洋渔业经营管理模式落后,远洋渔业企业经营分散、缺乏行业标杆企业,远洋渔业产业链不健全等等。2.构建了舟山远洋渔业发展支持政策体系,并进行了政策设计,提出了促进舟山远洋渔业发展的各项建议,如健全市场体系建设、提升远洋渔业经济效益,提高远洋渔船装备的现代化水平,提升远洋渔业从业人员综合素质,完善远洋渔业后勤服务保障,推进远洋渔业经营管理模式,培育远洋渔业标杆企业,全面构建远洋渔业产业链结构等。
[Abstract]:Zhoushan is the pioneer of China's ocean-going fishery. Since March 10, 1985, four ocean-going fishing vessels sent by Zhoushan Marine Fisheries Company have participated in the first ocean-going fishing fleet in China, thus creating Zhoushan.Even China's ocean fishing development in a new era.Fishery is the traditional industry, advantage industry, characteristic industry and people's livelihood industry of Zhoushan. It is an important part of Zhoushan fishery and a new growth point of Zhoushan fishery economy.After 30 years of development, Zhoushan has become the largest supporting base for offshore fishery production in the country. The import port of ocean-going self-catching squid and the processing areas of the main domestic ocean-going aquatic products have grown in scale.Zhoushan has developed into a strong city in the field of ocean-going fishery in China because of its good development momentum and growing influence inside and outside the industry.Based on the study of the economic situation and management system of the pelagic fishery in Zhoushan, this paper combines the experience of other advanced countries and regions in developing the offshore fishery in the world.This paper analyzes the problems and difficulties in the development of Zhoushan ocean-going fishery, and probes into the countermeasures and suggestions conducive to promoting the healthy and sustainable development of Zhoushan ocean-going fishery.This paper uses scientific data processing methods, using correlation analysis, difference analysis, contrast analysis, dynamic analysis and other analysis methods, multi-angle, deep-seated analysis of the problems to be elaborated in the paper.The thesis mainly includes the following contents: the introduction part mainly introduces the research background, the data source, the research method, the research conclusion of the ocean-going fishery in Zhoushan; the second part mainly discusses the concept and significance of the ocean-going fishery.The third part introduces the research situation of overseas ocean-going fishery, the progress of domestic ocean-going fishery research, the necessity of research on economy and management of pelagic fishery.The fourth part analyzes the course of development, development advantages, economic benefits, management system, development environment, and the problems encountered in the development of Zhoushan ocean-going fishery.The last part studies the countermeasures and suggestions to promote the healthy and sustainable development of Zhoushan oceanic fishery.The innovation of this paper mainly includes: 1.On the basis of the research on the management and management of ocean-going fishery in China, the development course, development advantages, economic benefits, management system and development environment of the pelagic fishery in Zhoushan are comprehensively analyzed.At the same time, the problems existing in the development of ocean fishery in Zhoushan are pointed out, including the low economic benefit of ocean fishing, the low level of modernization of ocean-going fishing vessel equipment, the low comprehensive quality of ocean-going personnel, and the imperfect logistic service of ocean-going fishery.Ocean fishery management mode is backward, ocean fishery enterprise management is dispersed, lack of industry benchmark enterprise, ocean fishery industry chain is not perfect, etc.The supporting policy system for the development of ocean fishery in Zhoushan is constructed, and the policy design is carried out, and various suggestions for promoting the development of ocean fishery in Zhoushan are put forward, such as perfecting the market system and promoting the economic benefit of ocean fishery.To improve the modernization level of ocean-going fishing vessels' equipment, to improve the comprehensive quality of ocean-going fishery practitioners, to improve the logistic services and guarantees of ocean-going fisheries, to promote the management mode of ocean-going fishing operations, and to foster offshore fishing benchmarking enterprises.Construct the structure of ocean-going fishery industry chain in an all-round way.
