北安市耕地承包经营权流转问题研究

【摘要】:我国为农业大国,土地问题是我国农业至关重要的问题,而耕地承包经营权的流转又是土地问题的核心。随着我国城镇化的飞速发展,大量农业劳动力向非农业产业转移,一方面引发农村劳动力短缺,土地无人耕种,另一方面,种田能手无法规模耕种。在此背景下,十八大报告首次提出深化农村土地制度改革,推动了农村耕地承包经营权流转的发展,使耕地承包经营权流转问题再次成为热点问题。本文选取2013年被设定为农村土地承包经营权登记试点地区的北安市为研究的主要县市,通过对具有代表性的北安市的耕地承包经营权流转进行研究,分析探究出北安市在耕地承包经营权流转过程中存在的诸多问题,并提出较合理的对策建议,旨在提高农民在耕地流转过程中对土地的利用效率。北安市耕地承包经营权流转的全面开展有益于北安市农业产业化经营发展,能够提高农村整体价值,提高北安市农民的整体生活水平。所以,对北安市耕地承包经营权流转的研究是促进北安市农村发展、农民增收的关键,通过对北安市耕地承包经营权流转较针对性的分析研究,也具有为黑河市内其他县市开展耕地承包经营权流转提供比较借鉴的意义。文章对北安市相关资料的搜集归纳和在调研中遇到的各类情况的总结,概述了北安市耕地承包经营权流转的现状,通过现状的描述分析概括了北安市耕地承包经营权在流转中存在的问题并分析其发生的原因,结合现状及原因对北安市影响农民对耕地承包经营权流转意愿影响因素进行了分析,以农民对农地制度的认知、农户资源禀赋及其他影响因素三方面为切入点,分析不同因素对农民耕地流转行为的影响,得出通过提高农民对农地制度的认知程度,促进农村劳动力转移,降低耕地交易费用等可有效的促进北安市农户耕地流转行为的发生。论文通过采用文献资料法、实证分析法和比较分析法等,以土地节约利用理论、地租地价理论、制度变迁理论和农业规模经济理论作为研究理论基础,研究表明:近几年北安市耕地承包经营权流转的发展成效非常巨大,具体表现在农民对耕地承包经营权流转的积极性及政府在耕地承包经营权流转的补助力度等方面,这些都推动了北安市耕地承包经营权流转的发展。但是,在流转中仍然有一些不容小视的问题:包括仍有农民对耕地承包经营权流转意识不强、耕地承包经营权流转职能部门权利运用不当、耕地承包经营权在流转中存在的关于市场及流转操作的不规范、耕地承包经营权流转缺乏监督机制、市场机制不够健全、土地确权工作进展缓慢等。文中强调,要想推动北安市耕地承包经营权流转则必须从问题出发,提出的对策建议包括加强农民耕地承包经营权流转认识、健全北安市耕地承包经营权流转市场体系、加强耕地流转过程中的程序管理、加速最近北安市土地确权工作及加大农村剩余劳动力的转移。
[Abstract]:China is a large agricultural country, China's agricultural land problem is the crucial issue, and land contracting right of management circulation is the core issue of land. With the rapid development of China's urbanization, a large number of rural labor transfer to non-agricultural industries, on the one hand caused by the shortage of rural labor, uninhabited land farming, on the other hand, farming experts cannot scale farming. Under this background, the eighteen report first proposed to deepen the reform of rural land system, promote the development of the rural land contracting right, the land contracting right of management circulation problems once again become a hot issue in the selection of main counties in 2013. This paper is set to the right to contracted management of rural land registration pilot area of Bei'an city the study, by the representative of Bei'an city land contracting right of management research, analysis to explore the Bei'an City camp in farmland circulation Many problems exist in the process, and puts forward some countermeasures and suggestions more reasonable, in order to improve the utilization efficiency of land farmers in the land transfer process. Arable land contract and management rights transfer in Bei'an city to carry out comprehensive beneficial to the development of agricultural industrialization of Bei'an City, to improve the overall value of rural areas, improve the overall living standards of farmers in Bei'an city. So, the research on the management of cultivated land contracting right Bei'an city is to promote rural development in Bei'an City, the key of increasing farmers' income, through the operation of land contract right transfer in Bei'an city with corresponding analysis on the transfer of the right, also can provide a reference significance for Heihe city to carry out land contracted management of other counties. The relevant data of Bei'an the collecting and encountered in the investigation of the summary of the situation, summarized the current situation of land contractual management right circulation in Bei'an City, through the description of the status quo The analysis summarized the arable land contract and management rights in Bei'an city in the transfer problems and analyzes the causes, combined with the status quo and reasons of affecting farmers of arable land contract and management rights transfer will influence on Bei'an city are analyzed, with farmers in the farmland system cognition, and other influence factors of peasant household resource endowment in three aspects as the breakthrough point and the analysis of different factors on Farmers' land circulation behavior, obtained by raising their awareness of farmland system, promote the transfer of rural labor force, reduce the transaction cost of cultivated land can effectively promote the Bei'an city farmers cultivated land transfer behavior. By using the method of literature, empirical analysis and comparative analysis, in order to land saving use theory, land rent theory, institutional change theory and agricultural scale economy theory as the theoretical basis of the research, research shows that in recent years in Bei'an City Effect of the development of land contract management rights transfer is very huge, specifically in the enthusiasm of the farmers for cultivated land contracting right and the government in the land contracting right of subsidies and other aspects of development, these all promote the arable land contract and management rights transfer in Bei'an city. However, there are still some in the circulation can not be overlooked there are still problems: including the farmers on the land contracting right of management circulation consciousness is not strong, land contract management rights transfer to the improper use of department rights, arable land contract and management rights in the circulation on the market and circulation operations are not standardized, land contract management rights transfer lack of supervision mechanism, the market mechanism is not perfect, the progress of land ownership slow. The paper emphasized that in order to promote the business of land contract right transfer to Bei'an city from the point of view, the suggestions include strengthening farmers' land contract We should understand the circulation of battalion and power, improve the market system of the transfer of cultivated land contractual management right in Bei'an, strengthen the procedure management in the process of arable land transfer, speed up the recent land consolidation in Bei'an, and increase the transfer of surplus rural labor force.
