改革开放后农村土地承包责任制变迁研究

【摘要】：改革开放以来,中国共产党土地政策的制定、执行以及出现的问题都是围绕土地利益而展开的。改革开放之初,原有的人民公社体制被打破,以家庭联产承包责任制为主的农村土地政策正式确立,再发展到将其作为一项长期的政策稳定下来,中国共产党经历了一个漫长而艰辛的摸索过程。土地承包责任制的持续改革不断促进了我国农村经济的发展并带动了我国整体经济的腾飞,可见农村土地承包责任制在我国农村经济社会中发挥着重要作用。因此,为促进“三农”发展,首先必须要揭示农村土地发展的本质,对土地承包责任制演进的历史过程做一个全面的分析。本文从政治经济学的角度出发,在审视土地承包责任制变迁的内在规律的同时,探究生产力、生产关系以及市场规律等因素对承包责任制改革的影响,并以博弈论为分析工具,研究当下土地发展焦点,剖析土地产权、土地征用以及土地流转等领域出现的问题,发现土地承包责任制在不断变革中的不足之处。总结得出,发展土地承包责任制的关键是要提升农民的弱势群体地位,时刻以农民群众利益为出发点,尤其重视经济利益的影响,为促进土地经济发展不断调整农村的政治环境,从而为推进农村稳定发展奠定重要的政策基础。
[Abstract]:Since the reform and opening up, the Communist Party of China's land policy formulation, implementation and problems are around the interests of land.At the beginning of reform and opening up, the original system of people's communes was broken, and the rural land policy, which was dominated by the household contract responsibility system, was formally established and then developed to stabilize it as a long-term policy.The Communist Party of China has experienced a long and arduous process of groping.The continuous reform of the land contract responsibility system has promoted the development of our country's rural economy and promoted the development of the whole economy of our country. It can be seen that the rural land contract responsibility system plays an important role in our country's rural economy and society.Therefore, in order to promote the development of agriculture, rural areas and farmers, we must first of all reveal the essence of rural land development and make a comprehensive analysis of the historical process of the evolution of the land contract responsibility system.From the angle of political economy, this paper, while examining the internal law of the change of land contract responsibility system, probes into the influence of factors such as productivity, production relations and market law on the reform of contract responsibility system, and takes game theory as an analytical tool.This paper studies the current focus of land development, analyzes the problems in the fields of land property rights, land expropriation and land circulation, and finds out the shortcomings of the land contract responsibility system in the constant change.The conclusion is that the key to develop the land contract responsibility system is to promote the status of the farmers as a vulnerable group, always taking the interests of the peasants as the starting point, and paying special attention to the impact of economic interests.In order to promote the development of land economy and constantly adjust the political environment of rural areas, thus lay an important policy foundation for promoting the stable development of rural areas.
