“五个一批”精准扶贫思想视阈下多维贫困治理研究

【摘要】：贫困的多维性决定了贫困治理主体和治理手段的多元化。精准扶贫思想通过"五个一批"的制度设计,实现了扶贫项目安排的精准化,并验证了多维贫困治理理论的正确性。在分析验证"五个一批"扶贫思想建构于多维贫困理论、环境决定论、治理理论及内源性发展理论等基础之上,体现了公共政策的精准性和靶向性,具有理论高度,同时又完全符合"四个全面"战略布局和中华民族伟大复兴的时代要求。在河南兰考精准扶贫、精准脱贫的案例中,"五个一批"精准扶贫思想与微观情景变量进行了有效结合,实现了公共政策产出绩效的最大化,助推了兰考县脱贫摘帽目标的实现。
[Abstract]:The multi-dimensional nature of poverty determines the diversification of the main body and means of governance of poverty.Through the system design of "five batches", the idea of precision poverty alleviation realizes the precision of poverty alleviation project arrangement, and verifies the correctness of multidimensional poverty management theory.On the basis of analyzing and verifying that "five batch" poverty alleviation thoughts are based on multidimensional poverty theory, environmental determinism, governance theory and endogenous development theory, it embodies the accuracy and targeting of public policy, and has a theoretical height.At the same time, it is fully in line with the "four-round" strategic layout and the great rejuvenation of the Chinese nation.In the case of precision poverty alleviation and accurate poverty alleviation in Lankao, Henan Province, the "five groups" precision poverty alleviation idea is effectively combined with the microscopic situation variables, which realizes the maximization of public policy output performance and promotes the realization of the goal of poverty eradication and hat removal in Lankao County.
