黑龙江省大豆出口贸易发展、问题及对策分析

【摘要】：黑龙江省是我国大豆的供应大省和出口大省,大豆种植面积和产量占全国的37%~44%,肩负着复兴大豆产业的重担。随着近年来大豆进口幅度的上升,出现了黑龙江省的大豆难卖、定价困难普遍现象,黑龙江省大豆数量仅占我国大豆消费总量的三分之一,大豆自给率很低,严重挤压了黑龙江省大豆市场的发展,不利于大豆贸易的发展和产业结构的优化升级。因此全面系统研究造成大豆贸易走向低落的原因具有积极的现实意义。自2001年12月加入WTO以来,我国农产品贸易在进口与出口两方面均有较大幅度增长,其中进口增长尤为迅猛,导致农产品贸易逆差日趋严重。如何满足我国农产品需求,并推动优质产品出口是值得研究的重要课题。黑龙江省作为我国大豆的主产区,将黑龙江省大豆出口贸易开展情况作为研究对象十分具有典型意义。因此本文将从黑龙江省大豆出口现状入手,结合我国粮食贸易整体发展形势和世界贸易环境,详细分析在以粮食贸易巨大逆差为前提下的黑龙江省大豆出口贸易在其开展过程中所存在的问题和应采取的措施,这对我国大豆出口贸易应对国际市场变化,减少损失,保护国家粮食安全有重要意义。
[Abstract]:Heilongjiang Province is a major supplier of soybean and a major export province in China. Soybean planting area and yield account for 370.44% of the whole country, which shoulders the heavy burden of reviving soybean industry.With the increase of soybean import in recent years, the soybean in Heilongjiang Province is difficult to sell and the price is difficult. The soybean quantity in Heilongjiang Province accounts for only 1/3 of the total soybean consumption in China, and the self-sufficiency rate of soybean is very low.It has seriously squeezed the development of soybean market in Heilongjiang Province, which is not conducive to the development of soybean trade and the optimization and upgrading of industrial structure.Therefore, it is of positive practical significance to study the causes of the decline of soybean trade in a comprehensive and systematic way.Since China's entry into WTO in December 2001, China's agricultural trade has increased by a large margin in both import and export, among which the import growth has been particularly rapid, which has led to a serious trade deficit in agricultural products.How to meet the demand of agricultural products and promote the export of high-quality products is an important subject worth studying.Heilongjiang Province is the main soybean producing area in China. It is of great significance to study soybean export trade in Heilongjiang Province.Therefore, this paper will start with the current situation of soybean exports in Heilongjiang Province, combining the overall development situation of China's grain trade and the world trade environment.This paper analyzes in detail the existing problems and measures of soybean export trade in Heilongjiang Province under the premise of huge deficit in grain trade, which will reduce the losses of China's soybean export trade in response to the changes in the international market.It is of great significance to protect national food security.
