农村公共产品供给侧结构性改革的战略重点

【摘要】：推进农村公共产品供给侧结构性改革是适应农民群众新的生产生活需求的必然要求。当前,农村公共产品供给侧存在着供给总量不足与供给质量和效率不高的突出问题。针对制约农村公共产品供给的主要因素,应通过加快落实新发展理念、明确农村公共产品供给主体、强化政府基本公共服务职能、激活农村内生发展动力等举措,不断优化农村公共产品供给结构,扩大农村公共产品的有效供给规模,提高农村公共产品的供给质量和效率。此外,还应加快建立健全相关政策体系,为推进农村公共产品供给侧结构性改革提供良好的政策保障。
[Abstract]:It is necessary to promote the supply-side structural reform of rural public goods to meet the new demands of farmers. At present, the supply side of rural public goods has the outstanding problems of insufficient total supply quantity and low supply quality and efficiency. In view of the main factors restricting the supply of rural public goods, we should speed up the implementation of the new concept of development, clarify the main body of the supply of rural public goods, strengthen the basic public service function of the government, and activate the endogenous development motive force of the rural areas. We should constantly optimize the supply structure of rural public goods, expand the scale of effective supply of rural public goods, and improve the quality and efficiency of rural public goods supply. In addition, we should speed up the establishment and improvement of relevant policy systems to provide a good policy guarantee for the promotion of supply-side structural reform of rural public goods.
