潍坊市坊子区农民专业合作社发展问题研究

【摘要】：随着经济的不断发展,家庭联产承包责任制形成的小而散的小农经济存在的局限性越来越多突出,为适应时代发展的需求,新型的农业经济组织形式逐渐地发展起来,农民专业合作社作为新型农业经营体系的重要组成部分,是发展现代农业、建设现代农村的主要载体。如何发挥合作社的最大功效,进而推动农业标准化、规模化、产业化发展是目前我国农业亟待解决的重要问题。论文以坊子区农民专业合作社的发展为研究对象,对农民专业合作社发展现状及存在的问题进行了分析。本文首先查阅了国内外的相关农业合作社研究文献,对合作社基本理论进行了梳理;然后,总结了美国和日本农民专业合作社发展的经验。在此基础上,对坊子区农民专业合作社进行了调查,分析了坊子区农民专业合作社的发展现状、合作社发展的主要类型和坊子区政府在促进农民专业合作社发展的具体措施。通过两个典型案例来剖析坊子区种植合作社发展的具体情况,并进一步指出合作社发展存在的问题以及限制合作社健康稳定发展的相关因素。最后,论文从农民主体、合作社主体以及政府主体三方面提出了推动合作社可持续发展的相关对策。论文通过政府引导,市场导向,龙头带动,多措并举,理顺发展思路、综合分析坊子区农民专业合作社的现状及存在的问题,采取措施切实提高农民专业合作社的发展水平和经济效益,对进一步推动农业发展具有重要意义。
[Abstract]:With the continuous development of economy, the limitations of small and scattered small-scale peasant economy formed by household contract responsibility system are becoming more and more prominent. In order to meet the needs of the development of the times, new forms of agricultural economic organization have gradually developed. As an important part of the new agricultural management system, farmers' specialized cooperative is the main carrier of developing modern agriculture and constructing modern countryside. How to give full play to the maximum effect of cooperatives and then promote agricultural standardization, scale and industrialization development is an important problem to be solved urgently. Taking the development of farmers' specialized cooperatives in Fangzi District as the research object, this paper analyzes the present situation and existing problems of farmers' professional cooperatives. In this paper, we first refer to the relevant domestic and foreign agricultural cooperative research literature, comb the basic theory of cooperatives, and then summarize the experience of the development of farmers' professional cooperatives in the United States and Japan. On this basis, the author investigates the farmers' specialized cooperatives in Fangzi District, analyzes the present situation of the development of the farmers' specialized cooperatives in the Fangzi District, the main types of the cooperatives' development and the concrete measures taken by the government of the Fangzi District to promote the development of the farmers' professional cooperatives. Through two typical cases, this paper analyzes the concrete situation of the development of cooperative in Fangzi District, and further points out the problems existing in the development of cooperatives and the relevant factors that limit the healthy and stable development of cooperatives. Finally, the paper puts forward some countermeasures to promote the sustainable development of cooperatives from three aspects: farmers, cooperatives and government. Through the guidance of the government, the market orientation, the leading driving, the multi-measures, straightening out the development ideas, the paper synthetically analyzes the present situation and the existing problems of the farmers' specialized cooperatives in the subdistrict. It is of great significance to take measures to improve the development level and economic benefit of farmers' specialized cooperatives.
