【摘要】：整村推进,是我国经过长期实践探索总结出来的符合现阶段基本国情的一种扶贫模式,其已经成为推动贫困地区经济发展的重要措施,是落实执行党中央扶贫到村、扶贫到户的行之有效的举措。朝阳县整村推进扶贫模式实施的过程中,总结和归纳出来一系列丰富的、具有实际意义和可行性的工作经验。但是,整村推进扶贫开发工作任重而道远,需要更完备的实践经验和更系统的理论体系,所有的这些不足与存在的问题都需要在以后的工作当中不断的去弥补。本文针对朝阳县整村推进扶贫摸式研究的问题进行探讨,通过文献研究法、实地调查法以及综合分析法,发现朝阳县农村的致贫原因,进而从整村推进扶贫措施方面对原有模式进行了优化,并对解决朝阳县整村推进扶贫模式存在问题提出对策建议。本文根据作者在基层政府三年的工作经验,对贫困村实地走访调查,深入剖析朝阳县整村推进贫困村在扶贫实施中存在的问题及制约扶贫效果的原困。通过对国内典型案例的分析,探索出适合本地区贫困特点的整村推进扶贫模式方案,并提出对策建议,为解决朝阳县地区贫困问题提供参考。
[Abstract]:The promotion of the whole village is a poverty alleviation model that has been summed up by our country after a long period of practice and exploration. It has become an important measure to promote the economic development of poverty-stricken areas, and it is implementing the Party Central Committee to help the poor to the villages. Effective measures to reduce poverty to households. In the course of promoting the implementation of poverty alleviation model in Chaoyang County, a series of rich, practical and feasible working experiences are summarized and summed up. However, the whole village to promote poverty alleviation and development work is a long way to go, need more complete practical experience and a more systematic theoretical system, all these shortcomings and existing problems need to be constantly in the future work to make up for. This paper probes into the problem of pushing forward the research of poverty alleviation in Chaoyang County, and finds out the causes of poverty in Chaoyang County by the methods of literature research, field investigation and comprehensive analysis. Then it optimizes the original model from the aspect of the whole village advancing poverty alleviation measures, and puts forward the countermeasures and suggestions to solve the existing problems of the whole village poverty alleviation mode in Chaoyang County. According to the author's three years' work experience in the grass-roots government, this paper makes a field investigation on the poor villages, and deeply analyzes the problems existing in the implementation of poverty alleviation in the whole village of Chaoyang County and the difficulties that restrict the effect of poverty alleviation. Based on the analysis of typical cases in China, this paper explores a scheme of promoting poverty alleviation in the whole village suitable for the characteristics of poverty in this area, and puts forward some countermeasures and suggestions, which can be used as a reference for solving the poverty problem in Chaoyang County.
