以体制改革与机制创新为根本途径——论深化农业供给侧结构性改革

【摘要】：我国农业供给侧结构性改革,已经从全面启动转入持续深化的阶段。深化农业供给侧结构性改革要围绕市场需求变化,以增加农民收入、保障有效供给为主要目标,以提高农业供给质量为主攻方向,以体制改革和机制创新为根本途径,改革价格体制、产品结构、产业结构、产权结构和教育制度,促进农业农村发展由过度依赖资源消耗、主要满足"量"的要求,向追求绿色生态可持续、更加注重满足"质"的需求转变。围绕市场需求变化转变农业发展方式,是深化农业供给侧结构性改革所必须解决的根本性问题。
[Abstract]:China's agricultural supply-side structural reform has changed from a full-start to a sustained deepening stage. To deepen the structural reform on the supply side of agriculture, we should focus on the change of market demand, take the increase of farmers' income and guarantee of effective supply as the main goal, take the improvement of the quality of agricultural supply as the main direction of attack, and take the system reform and mechanism innovation as the fundamental approach. To reform the price system, product structure, industrial structure, property right structure and education system, to promote the development of agriculture and rural areas from excessive dependence on resource consumption, mainly to meet the requirements of "quantity", and to pursue green ecological sustainability. Pay more attention to meet the need of "quality" change. Changing the mode of agricultural development around the change of market demand is the fundamental problem that must be solved to deepen the structural reform on the supply side of agriculture.
