临安市休闲农业发展研究

【摘要】：2016年中央一号文件提出大力发展休闲农业和乡村旅游,使之成为繁荣农村、富裕农民的新兴支柱产业,这是继2015年中央一号文件提出“推进农村一二三产业融合发展,挖掘乡村生态休闲、旅游观光、文化教育价值”之后,中央再次提出“大力发展休闲农业和乡村旅游”,这无疑凸显了休闲与旅游农业发展中的地位和作用。临安市休闲农业发展起步于20世纪90年,“农家乐”经营业态是早期临安休闲农业的典型模式。2000年以后,随着经济社会发展,临安市以“农村参与式体验旅游”为特色的休闲农业快速发展。截至2016年,临安休闲农业特色农户涉及11个镇街、46个村、1026户经营户,规模以上休闲农业园区超过30家,临安市太湖源镇还被浙江省旅游局命名为省级农家乐特色乡镇。本文选择临安市休闲农业发展为研究对象,在分析临安市休闲农业发展三个阶段,即起步发展阶段、稳定推进阶段和快速增长阶段的基础上,运用层次分析法(AHP)构建休闲农业发展综合评价指标体系,对临安市休闲农业发展进行评价。评价结果表明临安休闲农业发展已经跨越快速发展阶段,跨入发达阶段,逐步走向成熟阶段,但临安休闲农业发展过程中仍存在区域布局不均衡、同质化现象严重和缺乏独具特色的、竞争力强的发展模式等问题并剖析了原因。为促进临安休闲农业发展,可以从政府管理、财政扶持、资源开发、提升品牌、发展科技创新农业、提升农民素质等方面入手,进一步提升其综合竞争力。
[Abstract]:In 2016, the central No. 1 document proposed to vigorously develop leisure agriculture and rural tourism, making it a prosperous rural and prosperous pillar industry. "Vigorously develop leisure agriculture and rural tourism", which undoubtedly highlights the status and role of leisure and tourism agricultural development. The development of leisure agriculture in Ling'an started in 90 years in twentieth Century. The operation mode of "farming family music" is the typical model of the early leisure agriculture in Ling'an after.2000 years. With the development of economy and society, Ling'an city is "rural participation". As of 2016, as of 2016, Ling'an leisure agriculture characteristic farmers involved 11 town streets, 46 villages, 1026 households, more than 30 leisure agricultural parks above scale, and Taihu source town of Ling'an city by Zhejiang Provincial Tourism Bureau named as provincial peasant family music characteristic township. This article chose Ling'an leisure farmers. The development of the industry is the research object. On the basis of analyzing the three stages of Ling'an's leisure agriculture development, that is, the stage of development, the stage of steady advancement and the stage of rapid growth, the comprehensive evaluation index system of leisure agriculture development is constructed by the analytic hierarchy process (AHP), and the development of leisure agriculture in Ling'an is evaluated. The evaluation results show that the leisure farmers in Ling'an are the leisure farmers. The development of industry has crossed the stage of rapid development, and has stepped into the developed stage and gradually to the mature stage. However, there are still some problems in the development process of Ling'an's leisure agriculture, such as uneven distribution of regional distribution, serious homogeneity and lack of unique and competitive development mode. Government management, financial support, resource development, brand upgrading, development of science and technology innovation agriculture, and upgrading of farmers' quality will further enhance their comprehensive competitiveness.
