我国粮食作物规模化种植及其路径选择——江苏射阳“联耕联种”做法与启示

【摘要】：农业生产过程可区分私人环节和公共环节,受外部性影响,在公共环节中存在一家一户私人投资积极性不足的问题。户均不过十亩,且地块高度插花细碎局面,加剧了我国农业生产过程中的外部性问题。在农业机械化和服务社会化背景下,当前粮食作物种植面临的主要矛盾是小规模家庭生产与社会化大生产间的张力。创新农业经营体系需发挥家庭经营形式的优势并弥补其规模劣势。江苏射阳县探索出"联耕联种"的做法,在避免土地流转的情况下实现分散农户的生产联合,取得粮食单产增加、农业生产成本降低、农民收入提升和保障农民就业的经济社会综合目标,是适应当前城镇化进程和技术进步条件下的双层经营体制创新。
[Abstract]:The process of agricultural production can distinguish between private sector and public sector. Due to the influence of externality, there is a lack of enthusiasm for private investment in one household in the public sector. The household average is only ten mu, and the plot is high in flower arrangement, which intensifies the externality problem in the agricultural production process of our country. Under the background of agricultural mechanization and service socialization, the main contradiction of grain crop planting is the tension between small-scale household production and socialized production. To innovate the agricultural management system, we should give play to the advantages of the family management form and make up for its inferiority in scale. Sheyang County, Jiangsu Province, has explored the practice of "combining farming and planting" to realize the production union of scattered farmers under the circumstances of avoiding land circulation, so as to obtain an increase in grain per unit yield and lower agricultural production costs. The comprehensive economic and social goal of raising farmers' income and ensuring their employment is a two-tier management system innovation adapted to the current urbanization process and technological progress.
