家庭农场对我国农业现代化影响研究

【摘要】：农业现代化是一个国家现代化的重要内容,没有农业现代化就没有中国特色社会主义现代化。党的十八大提出坚持走中国特色新型工业化、信息化、城镇化、农业现代化道路。“四化同步”,农业现代化是“短板”。全面小康,农民的小康是“短板”。可见,农业现代化不仅关系到我国全面建成小康社会目标的实现,而且直接影响着我国现代化的发展进程。当前我国农业发展正处于从传统向现代转变的重要时期,结合我国农业发展实际情况,选择适合我国国情和农业发展现状的农业生产经营方式,可以有效地推动我国农业现代化的发展进程。改革开放以来,我国实行的家庭联产承包责任制对农业的发展起到了重要的促进作用。但近年来,家庭联产承包责任制逐渐显现出规模狭小,经营分散,农民收入增加缓慢等问题。所以,近年来,国家相继出台的一系列鼓励和支持发展家庭农场的政策,为农业适度规模经营提供了政策上的保障,家庭农场等新型经营主体正是适应农业发展需要产生的。本文基于马克思主义基本原理和相关政策,运用理论联系实际、分析与综合、中外比较分析、历史分析等方法,以我国农业生产经营主体的历史变迁为研究切入点,以家庭农场对我国农业现代化的影响为主要研究目标,横向上通过选取美国、法国和日本典型的国外家庭农场经营模式进行比较与分析,为我国发展家庭农场促进农业现代化进程提供有益借鉴,纵向上总结了我国农业经营主体的历史变迁及其启示。本文同时对我国率先培育和发展家庭农场的较为典型的五种经营模式进行了综合分析,对其发展过程中出现的难题,以及在农业现代化进程中的作用展开分析。得出家庭农场日渐成为促进我国农业现代化实现的重要农业生产经营方式的结论。本研究具有重要的理论价值和现实意义。在理论上,对家庭农场相关问题的分析,可以为我国家庭农场的进一步发展提供理论支持,为我国农村生产经营主体的培育提供有规律性的思路。在实践上,开展此课题研究,有利于推动农村生产适度规模经营,是农业从传统迈向现代的可行选择。随着家庭农场逐渐成为推动适度规模经营,转变生产方式,提高生产效益的重要组织形式,国家对家庭农场的重视度也越来越高,家庭农场未来必将成为促进我国农业现代化的主要力量。习近平总书记指出：“小康不小康,关键看老乡。家庭农场的大力发展在实践上对促进农业现代化、增加农民收入,促进城乡发展一体化,构建社会主义和谐社会,产生深远的影响。
[Abstract]:Agricultural modernization is an important part of a country's modernization. Without agricultural modernization, there will be no socialist modernization with Chinese characteristics. The 18th National Congress of the Party insisted on the road of new industrialization, informatization, urbanization and agricultural modernization with Chinese characteristics. The four modernizations are synchronized, and the modernization of agriculture is a short board. A well-off society in an all-round way is a "short board" for peasants. It can be seen that agricultural modernization is not only related to the realization of the goal of building a well-off society in an all-round way, but also directly affects the development process of China's modernization. At present, China's agricultural development is in an important period of transition from traditional to modern. Combining with the actual situation of agricultural development in our country, we choose the agricultural production and management mode suitable for our country's national conditions and the present situation of agricultural development. It can effectively promote the development process of agricultural modernization in China. Since the reform and opening up, the household contract responsibility system has played an important role in promoting the development of agriculture. However, in recent years, the household contract responsibility system has gradually revealed the problems of narrow scale, scattered management and slow increase of farmers' income. Therefore, in recent years, the government has introduced a series of policies to encourage and support the development of family farms, which provides a policy guarantee for the moderate scale management of agriculture. Based on the basic principles of Marxism and related policies, this paper uses the methods of integrating theory with practice, analysis and synthesis, comparative analysis between China and foreign countries, historical analysis, and so on, taking the historical changes of agricultural production and management as the starting point. Taking the impact of family farms on the modernization of agriculture in China as the main research objective, this paper compares and analyzes the typical foreign family farm management models of the United States, France and Japan. This paper provides a useful reference for the development of family farms in China to promote the modernization of agriculture, and summarizes the historical changes of agricultural management subjects in China and their enlightenment. At the same time, this paper makes a comprehensive analysis of the five typical management models for the first time to cultivate and develop family farms in China, and analyzes the problems in the process of development and the role of them in the process of agricultural modernization. It is concluded that family farm is becoming an important mode of agricultural production and management to promote the realization of agricultural modernization in China. This study has important theoretical value and practical significance. Theoretically, the analysis of the related problems of family farm can provide theoretical support for the further development of family farm in our country, and provide a regular train of thought for the cultivation of the main body of rural production and management in our country. In practice, the research on this subject is beneficial to the promotion of moderate scale management of rural production and is a feasible choice for agriculture from traditional to modern. As family farms have gradually become an important form of organization to promote moderate scale operations, transform production methods, and improve production efficiency, the state is paying more and more attention to family farms. Family farm will become the main force to promote the modernization of our agriculture in the future. General Secretary Xi Jinping pointed out: "whether well-off, the key to see fellow villagers." In practice, the development of family farms has a profound impact on promoting agricultural modernization, increasing farmers' income, promoting the integration of urban and rural development, and building a harmonious socialist society.
