桓台县现代农业示范园发展的综合评价及对策研究

【摘要】：21世纪农业产业现代化发展迅速,农业示范园已经成为其主要模式,这一新形态的出现,使现代农业示范园的迅速成长与发展,演绎了科技农业时代的全新经济模式。因此,越来越多的国内外学者开始格外关注对现代农业示范园的研究。而现代农业示范园就是在农业生产过程中将其科技成果转化,用现代经营模式管理示范园,使其走可持续发展的道路,从而达到农民增收、效益增加的目的,这也是建设现代化农业的必然之路。本文主要以桓台县现代农业示范园的发展水平作研究,从相关概念及理论基础入手,根据桓台县现代农业示范园的总体概况、基础建设发展、经济效益发展、资源环境发展情况进行实地调研,采用问卷调查法,进一步了解桓台县现代农业示范园发展的现状、规模及水平。在近几年中,桓台县现代农业示范园规模不断扩大、数量不断增加、固定投资总额持续上升、物质基础逐步完善、科技投入快速增加、资源环境发展也逐渐受到重视。笔者对桓台县现代农业示范园建立了科学的指标评价体系,选取了3个二级指标,分别是:基础建设发展因子、经济效益发展因子、资源环境发展因子。实证分析认为:对于桓台县现代农业示范园发展水平影响最大的是基础建设发展因子,其次是经济效益发展因子,这里值得一提的是,资源环境发展因子影响力并不显著,并没有应意识到资源环境效益也是发展水平的一个重要指标,还需继续努力。实证结果显示出各示范园各因子的排名及得分,总结分析了各示范园在发展中存在的不足。同时,借鉴了三个国内发展较好的示范园,总结其发展经验,构建了促进桓台县现代农业示范园发展的对策建议,这无论在理论上还是在实践上都具有深刻的意义。
[Abstract]:With the rapid development of agricultural industry modernization in the 21st century, the agricultural demonstration garden has become its main mode. The emergence of this new form has led to the rapid growth and development of the modern agricultural demonstration park, which deduces a new economic model in the era of scientific and technological agriculture. Therefore, more and more scholars at home and abroad began to pay special attention to the study of modern agricultural demonstration park. The modern agricultural demonstration garden is to transform its scientific and technological achievements in the course of agricultural production, to manage the demonstration garden with modern management mode, so that it can take the road of sustainable development, so as to achieve the purpose of increasing farmers' income and increasing their benefits. This is also the inevitable road of building modern agriculture. This paper mainly takes the development level of Huantai modern agricultural demonstration garden as the research, starting with the related concepts and theoretical basis, according to the general situation of Huantai modern agricultural demonstration garden, the development of infrastructure construction, the development of economic benefits. Field investigation on the development of resources and environment is carried out, and the present situation, scale and level of the development of modern agricultural demonstration garden in Huantai County are further understood by means of questionnaire survey. In recent years, the scale of modern agricultural demonstration garden in Huantai County has been expanded, the amount of fixed investment has been increasing, the material foundation has been gradually improved, the investment of science and technology has increased rapidly, and the development of resources and environment has been paid more and more attention. The author established a scientific index evaluation system for Huantai modern agricultural demonstration garden, and selected three secondary indexes, namely: infrastructure development factor, economic benefit development factor, resource and environment development factor. The empirical analysis shows that the development level of modern agricultural demonstration garden in Huantai County is influenced by the factors of infrastructure development, followed by economic development factors. What is worth mentioning here is that the influence of the development factors of resources and environment is not significant. We should not realize that resource and environment benefit is also an important indicator of development level. The empirical results show the rank and score of each factor of the demonstration garden, and summarize and analyze the deficiency of each demonstration garden in the development. At the same time, the author draws lessons from three domestic demonstration parks, sums up their development experience, and constructs countermeasures and suggestions to promote the development of Huantai modern agricultural demonstration garden, which is of profound significance both in theory and in practice.
