【摘要】：我国经济在改革开放以来的30多年里迅猛发展,取得了十分可观的成绩,农业也有了很大的发展,并且在国民经济中的基础地位日益增强,但农业现代化进程发展缓慢,成为我国经济发展相对薄弱的环节,制约着经济的发展,因而有必要探索发展农业的新途径。农业科技成为发展农业的决定因素,而农业科技创新的关键就在于培养高素质的科技人才,并将高层次的科技人才注入到农业领域,使其我国农业现代化建设进程中不竭的动力,因此构建向农业领域输入各类人才的组织体系成为发展农业科技的关键。该论文立足河北省农业现状,当前河北省现代化水平发展较低,虽然是农业大省,但是尚未发展成农业强省,农业现代化的建设迫切需要先进的科学技术来支撑。近年来,河北省农业科技水平有了较大的提升,但农业科技的服务体系还不够完善,不能满足农业和农村发展的需要。而作为农业科技服务体系的一项重要组成部分,农业科技专家服务基地在河北省发展较为缓慢。该论文采用理论与实证相结合的方法来研究河北省农业科技专家服务基地建设情况。首先,从选题的背景意义着手,对当今国内外农业科技专家服务基地发展现状以及相关研究进展情况进行了归纳和评述,文章从研究方法、研究内容、研究思路以及创新点和不足之处做了介绍。其次,主要是阐述基本概念和相关理论,先对农业科技、专家服务基地、农业科技专家服务基地等相关概念进行了界定,然后结合相关理论,分析其与农业科技专家服务基地建设之间的关系。第三,对河北省农业科技专家服务基地建设的可行性进行分析。第四,总结了山东省、四川省、吉林省等省份专家基地建设的情况经验。第五,从前提条件及目标、相关主体、运行方式、管理运行几个方面提出了河北省农业科技专家服务基地建设思路。第六,对本文详细阐述的农业科技专家服务基地建设进行了总结。
[Abstract]:Since the reform and opening to the outside world, China's economy has developed rapidly for more than 30 years, and has made considerable achievements, agriculture has also made great progress, and its basic position in the national economy has been strengthened day by day, but the process of agricultural modernization has been developing slowly. It is necessary to explore a new way to develop agriculture because it is a relatively weak link in the economic development of our country and restricts the development of economy. Agricultural science and technology has become the decisive factor in the development of agriculture, and the key to agricultural science and technology innovation lies in the cultivation of high-quality scientific and technological talents and the injection of high-level scientific and technological talents into the agricultural field. So it is the key to develop agricultural science and technology to construct the organization system of importing all kinds of talents to the agricultural field. The paper is based on the present situation of agriculture in Hebei Province. The level of modernization of Hebei Province is relatively low. Although it is a big agricultural province, it has not yet developed into a strong agricultural province. The construction of agricultural modernization urgently needs the support of advanced science and technology. In recent years, the level of agricultural science and technology in Hebei Province has been greatly improved, but the service system of agricultural science and technology is not perfect enough to meet the needs of agricultural and rural development. As an important part of agricultural science and technology service system, agricultural science and technology expert service base develops slowly in Hebei province. This paper studies the construction of agricultural science and technology expert service base in Hebei province by combining theory and practice. First of all, from the background significance of the topic, this paper summarizes and comments on the current development of agricultural science and technology expert service base at home and abroad and related research progress, the article from the research methods, research content, The research ideas, innovation points and shortcomings are introduced. Secondly, it mainly expounds the basic concepts and related theories, first defines the related concepts, such as agricultural science and technology, expert service base, agricultural science and technology expert service base, and then combines relevant theories. The relationship between it and the construction of agricultural science and technology expert service base is analyzed. Thirdly, the feasibility of the construction of agricultural science and technology expert service base in Hebei Province is analyzed. Fourth, summed up Shandong Province, Sichuan Province, Jilin Province and other provinces of expert base construction experience. Fifthly, the author puts forward the train of thought on the construction of agricultural science and technology expert service base in Hebei province from the following aspects: precondition and target, related subject, operation mode and management operation. Sixth, this article elaborated the agricultural science and technology expert service base construction has carried on the summary.
