【摘要】：农为邦本,今年是中央一号文件持续聚焦我国三农问题的第十七个年头,新形势下农业、农村、农民有了新的发展,也随之出现了一系列新的问题。其中,农村经济健康发展和农村社会稳定相互影响、相辅相成,是直接关系到广大农民群众切身利益的根本性问题。农村财务管理作为其中一项重要影响因素,有着举足轻重的地位。随着我国农村集体财务管理工作在规范化建设方面的发展,近年间其中存在的一系列问题得到一定程度上的改善,曾经混乱、不规范的局面有所扭转,但改革过程中仍存在不少制约性、瓶颈性问题,非但不利于农村经济的健康稳定发展,阻碍社会主义新农村建设步伐,也增加了影响农村社会团结稳定的不利因素,破坏社会主义和谐社会大局的构建。因此,结合当前我国“三农”现状,对国内村级财务管理工作中存在的问题及其成因进行科学分析,并针对性的提出改进措施,探索新型管理模式,挖掘农村财务自我管理潜质。文章结合实际,努力查找我国村级财务管理工作中的漏洞,科学分析现有管理模式中存在的问题,深入挖掘当前村级财务管理工作模式弊端产生的因素,围绕人员素质、财务制度、民主机制等方面提出了相应的解决对策,以求能在促进我国村级财务管理的健康有序发展方面贡献一己微薄之力。
[Abstract]:This year is the 17th year in which the first document of the Central Committee has continuously focused on the issue of agriculture, rural areas and farmers in our country. Under the new situation, agriculture, rural areas, and farmers have had new development, and a series of new problems have also appeared. Among them, the healthy development of rural economy and the stability of rural society influence each other and complement each other, which is a fundamental problem directly related to the vital interests of the broad masses of farmers. Rural financial management as one of the important factors, has a pivotal position. With the development of the rural collective financial management in our country in the standardization construction, a series of problems have been improved to some extent in recent years. However, there are still many restrictive and bottleneck problems in the process of reform. Not only are they not conducive to the healthy and stable development of the rural economy and hinder the pace of building a new socialist countryside, but they also increase the unfavorable factors that affect the unity and stability of the rural society. To destroy the overall situation of socialist harmonious society. Therefore, according to the present situation of "three rural areas" in our country, the problems and their causes in the financial management at village level in China are analyzed scientifically, and the improvement measures are put forward to explore the new management mode. Tap rural financial self-management potential. Combined with the practice, the article tries to find the loopholes in the financial management of village level in our country, scientifically analyzes the problems existing in the existing management mode, and deeply excavates the factors that cause the malpractice of the current financial management mode at the village level, and revolves around the quality of the personnel. In order to promote the healthy and orderly development of village-level financial management in our country, the author puts forward the corresponding countermeasures in the aspects of financial system and democratic mechanism, so as to contribute to the development of village financial management.
