土地流转背景下的苏南农村社会变迁

【摘要】：土地问题一直是“三农”问题的关键,关乎我国农村稳定和经济发展的大局。家庭联产承包经营责任制的实行,拉开了我国农村土地经营权改革的序幕,极大地激发了农民生产的积极性,进一步解放了农业的生产力,促进了农村经济的发展。随着江苏省农村经济的发展和城镇化建设的推进,特别是在2004年《江苏省农村土地承包经营权流转办法》实施后,农村土地流转日趋活跃,尤其是苏南地区经济发展迅速,乡镇企业蓬勃发展,为广大农民提供了良好的就业机会,非农就业选择多样化,这就使得农民对土地的依赖性越来越低。土地流转促使农民由农村流入城镇从事非农行业,而农民就业选择的多样化反过来又推动了农村土地的进一步流转。产生于并伴随着苏南土地流转过程中的农民大规模地、持续不断地流动,促进了苏南地区社会经济的全面发展,与此同时区域社会转型大大加速,乡村社会结构的变化引人注目,农民生活、生产方式也发生了深刻的变化。土地流转背景下,农民群体的现代转向得以加快进行,农村现代化进程得以大大推进。分析和研究土地流转背景下苏南农村社会变迁问题,有利于我们进一步了解中国国情,更好地推动农村现代化进程中农民群体的现代化转向;加快构建新型农业经营体系,稳步推进农村土地制度的改革,深入推进农业结构的调整,推进农村第一、二、三产业的融合发展;健全城乡发展一体化体制机制,形成以工促农、以城带乡、工农互惠、城乡一体的新型工农城乡关系,让广大农民平等参与现代化进程、共同分享现代化成果;推进城乡要素平等交换和公共资源均衡配置,完善城镇化健康发展体制机制;实现苏南地区率先全面建成小康社会,率先基本实现现代化的任务;实现农业更强、农民更富、农村更美的目标。本文在梳理马克思主义地租理论的基础上,分析了马克思主义地租理论的现实意义,特别是在苏南农村土地流转过程中的指导意义。论文以无锡市宜兴市C村、常州市溧阳市H村和苏州市吴江区L村为样本,通过个案调查的方法,考察其土地流转的现状和成效,最主要考察探究土地流转背景下苏南农村经济结构的变化、苏南农村社会秩序的变化以及苏南农民生存状态的变化,分析现代化进程中农民群体的现代化转向遭遇的障碍,旨在探讨土地流转背景下苏南农村现代化的路径,更好地推动农村现代化进程中农民群体的现代化转向。
[Abstract]:The land problem is the key of the "three rural" problem, which is related to the overall situation of the rural stability and economic development in our country. The implementation of the household contract responsibility system has opened the prelude to the reform of the management right of rural land in our country, which has greatly stimulated the enthusiasm of farmers' production, further liberated the productive forces of agriculture, and promoted the development of rural economy. With the development of rural economy and the development of urbanization in Jiangsu Province, especially after the implementation of the measures on the transfer of Rural Land contract Management right in 2004, the circulation of rural land is becoming more and more active, especially in the south of Jiangsu Province. The vigorous development of township enterprises provides the farmers with good employment opportunities and diversified non-agricultural employment options, which makes the farmers' dependence on land less and less. The land circulation causes the peasants to flow from the countryside to the cities and towns to engage in the non-agricultural profession, and the diversification of the farmer's employment choice in turn promotes the further circulation of the rural land. In the process of land circulation in southern Jiangsu, the peasants have been flowing continuously and on a large scale, which has promoted the overall development of social economy in southern Jiangsu, and at the same time, the regional social transformation has been greatly accelerated. The change of rural social structure is noticeable, the farmer life, the production mode has also taken place the profound change. Under the background of land circulation, the modern turn of farmers can be accelerated, and the process of rural modernization can be greatly promoted. To analyze and study the social changes in the rural areas of southern Jiangsu under the background of land circulation is helpful for us to further understand the national conditions of China, to better promote the modernization of rural groups in the process of rural modernization, and to speed up the construction of a new agricultural management system. We will steadily push forward the reform of the rural land system, deepen the adjustment of the agricultural structure, and promote the integration and development of the first, second, and third industries in rural areas; and improve the integration system mechanism of urban and rural development, so as to form a system of promoting agriculture by industry, taking cities and townships, and mutually benefiting workers and peasants. A new type of urban-rural relationship between workers and peasants will participate in the modernization process on an equal footing, share the fruits of modernization, promote the equal exchange of urban and rural elements and the balanced allocation of public resources, and improve the institutional mechanism for the healthy development of urbanization. To realize the task of building a well-off society in an all-round way and basically realizing modernization in southern Jiangsu, and realizing the goals of stronger agriculture, richer farmers and more beautiful countryside. On the basis of combing Marxist land rent theory, this paper analyzes the practical significance of Marxist land rent theory, especially the guiding significance in the process of rural land circulation in southern Jiangsu. Taking C Village of Yixing City, Liyang City of Changzhou City and L Village of Wu Jiang District of Suzhou City as samples, the paper investigates the present situation and effect of land circulation by case investigation. Under the background of land circulation, this paper mainly investigates the changes of rural economic structure in southern Jiangsu, the change of social order in rural areas of southern Jiangsu, and the changes of farmers' living conditions in southern Jiangsu, and analyzes the obstacles encountered in the process of modernization of farmers' groups in the process of modernization. The purpose of this paper is to probe into the path of rural modernization in southern Jiangsu under the background of land circulation, and to better promote the modernization of rural groups in the process of rural modernization.
