温州市村级集体经济发展研究

【摘要】：村级集体经济,是整个农村经济的重要组成部分,也是社会主义市场经济的重要组成部分,对农村经济发展发挥着至关重要的作用。改革开放以来,我国村级集体经济迅猛发展,呈现出经济高速增长、农民收入持续增加的局面。但从客观上看,由于存在社会、区域、资源、资金等方面等原因,村级集体经济发展也存在诸多的问题。因此有必要对村级集体经济本身开展研究,分析了解其发展现状和问题,并找寻相应的解决途径。本文选择以浙江省温州市为研究对象,研究村级集体经济的发展。论文共分五个部分:一是梳理了国内各个时期农村经济发展经历的比较重要的阶段,国内农村集体经济存在的问题、发展模式和可行性研究及今后的趋势,同时梳理了国外关于集体经济和合作社的理论研究。二是简要分析了浙江省村级集体经济的发展情况、典型地区发展案例及其启示。三是调查研究了温州市村级集体经济发展中三种典型案例的发展模式,即桥下镇西岙村电商致富法、岩头镇下日川村旅游产业促收法、瞿溪街道河头村物业壮村法,将温州市的村按照城中村、乡镇中心村、城郊山区村、山区空壳村等类别进行了分类,同时将以上典型发展模式在温州市的推广价值进行了分析论述。四是对温州市在村集体经济发展过程中出现的四方面主要问题进行了梳理。五是针对以上问题,提出了发展温州市村级集体经济的对策建议,即:因地制宜,走特色产业发展之路;依托村级资产,发展物业壮村之道;依托自然优势,发挥旅游产业优势;强化政府扶持,优化发展环境;严格管理树规范,确保资产公开透明;加大人才培育,发挥领头雁作用。
[Abstract]:Village-level collective economy is an important part of the whole rural economy and also an important part of the socialist market economy, which plays a vital role in the development of rural economy. Since the reform and opening up, the village level collective economy has developed rapidly in our country, showing a rapid economic growth and a sustained increase in farmers' income. But objectively, there are many problems in the development of village collective economy due to the existence of social, regional, resource, capital and other reasons. Therefore, it is necessary to carry out research on the village level collective economy itself, analyze and understand its development status and problems, and find corresponding solutions. This paper chooses Wenzhou City of Zhejiang Province as the research object to study the development of village level collective economy. The thesis is divided into five parts: first, combing the relatively important stages of the rural economic development in various periods, the problems existing in the domestic rural collective economy, the development model and feasibility study, and the future trend. At the same time, combing the foreign collective economy and cooperative theoretical research. Secondly, the paper briefly analyzes the development of village level collective economy in Zhejiang Province, typical cases of regional development and its enlightenment. The third is to investigate and study the development models of three typical cases in the development of collective economy at the village level in Wenzhou, namely, the method of getting rich by e-commerce in Xiao Village of Qiaoxia Town, the method of promoting tourism industry in Xiyichuan Village in Yantou Town, and the method of property Zhuang Village in Hetou Village on the street of qu Xi. This paper classifies the villages in Wenzhou according to the types of the villages in the city, the central villages in the towns, the mountain villages in the suburbs and the empty shell villages in the mountainous areas. At the same time, the promotion value of the above typical development models in Wenzhou is analyzed and discussed. Fourth, the Wenzhou City in the village collective economy development process appeared in the four main problems were combed. Fifthly, aiming at the above problems, the countermeasures and suggestions for developing the collective economy at the village level in Wenzhou City are put forward, that is, to adapt measures to local conditions, to take the road of development of characteristic industries, to rely on village assets, to develop the road of building a strong village, to rely on natural advantages, Give full play to the advantages of the tourism industry; strengthen government support and optimize the development environment; strictly regulate the management tree to ensure open and transparent assets; increase talent training, play a leading role.
