北京地区农机行业安全生产的管理策略研究

【摘要】:2016年是"十三五"的开局之年,国家对于农机行业的安全生产有了新的要求,"管行业既要管安全"要求农机行业监理机构同时也要落实农机行业的安全生产责任。同时,随着首都战略定位的转型以及北京市农业"调、转、节"的转变,农业机械的投入使用种类也发生了相应的变化,由原来的大型作业机械(例如拖拉机、青贮收割机等)为主要监管对象逐渐转变为增加了设施园区的农业机械(例如卷帘机、微耕机等)为新的监管对象。这一系列的变化,都对农机行业的安全生产管理提出了新的要求。我单位作为农机行业安全生产的主管部门,在这样的背景下,深入研究分析农机安全生产管理策略可以解决当前工作中遇到的实际问题,对未来的工作进行规划指导。本文的写作过程分为文献研究、设计调研问卷、走访座谈以及材料汇总分析和论文写作几个阶段。本文将调研对象归纳汇总为"人、机、环、法、管",分别是指:"人"是指监管相对人。"机"是指农业机械,分别包括农业机械的投入使用变化情况以及危险性分析。"环"是指企业内部环境和国家政策环境,"法"是指法律的实施主体,也就是我们单位,农机行业安全生产监管部门。"管"是指农机行业安全生产的管理方法和农机监理队伍的管理方法。在文献研究的过程中,通过查阅文献资料,学习和比较了国外相关行业的管理经验,同时梳理了我国农机行业的发展概况,另外还从农机安全标准化监管、农机生产从业人员培训和安全生产绩效考核体系5个方面入手进行了学习,总结提炼了当前农机安全管理先进经验和典型做法。在北京市农机行业安全生产现状的写作过程中,我设计了调查问卷,围绕农业机构、农机事故、有关生产单位、农业机械、从业人员和监管体系六个方面全面梳理当前北京市农机安全生产面临的形势和问题。在形成新的管理策略的过程中,以之前提出的问题为基础,围绕两个责任落实、安全生产教育、标准化制度建设、监管体系等方面提出对策建议,针对农机服务组织、农机从业人员以及农机行业安全生产监管部门提出管理策略,同时提出建立健全安全生产责任体系、安全预防控制体系、隐患排查治理体系、应急救援体系的四个体系,打造安全生产标准化建设、"平安农机"创建两个精品工程,以切实解决北京市农机生产行业存在的问题,有效提升农机行业安全生产水平。
[Abstract]:The year 2016 is the beginning of the 13th Five-Year Plan. The country has new requirements for the safety of agricultural machinery industry. "Management industry should manage safety" requires the supervision organization of agricultural machinery industry to implement the responsibility of agricultural machinery industry safety production at the same time. At the same time, with the transformation of the strategic positioning of the capital and the transformation of Beijing's agricultural "adjustment, transformation, festival", the types of agricultural machinery put into use have also undergone corresponding changes, by the original large-scale operating machinery (such as tractors, etc.) The main supervision object is silage harvester and so on. The agricultural machinery (such as rolling shutter, micro-tillage machine, etc.) in the facility park has been gradually changed into the new supervision object. This series of changes, all the agricultural machinery industry safety production management put forward new requirements. As the department in charge of production safety in agricultural machinery industry, under this background, the research and analysis of agricultural machinery safety production management strategy can solve the practical problems encountered in the current work and guide the future work planning. The writing process of this paper is divided into several stages: literature research, questionnaire design, interview and discussion, material collection and analysis, and paper writing. In this paper, the object of investigation is summarized as "person, machine, ring, law, management", respectively, which refers to "person" refers to the supervision of the relative person. " "Machine" means agricultural machinery, including, respectively, changes in input and use of agricultural machinery and risk analysis. " "Ring" refers to the internal environment of the enterprise and the national policy environment, and the "Law" refers to the subject of implementation of the law, that is, our unit, the supervision department of agricultural machinery industry production safety. " "Management" refers to the management method of agricultural machinery industry safety production and the management method of agricultural machinery supervision team. In the process of literature research, by consulting the literature, this paper studies and compares the management experience of foreign related industries, combs the general situation of the development of agricultural machinery industry in China, in addition, from the agricultural machinery safety standardization supervision, Five aspects of agricultural machinery production personnel training and safety production performance appraisal system are studied, and the advanced experiences and typical practices of agricultural machinery safety management are summarized and refined. In the course of writing on the present situation of agricultural machinery industry safety in Beijing, I designed a questionnaire that revolves around agricultural institutions, agricultural machinery accidents, relevant production units, agricultural machinery, Employees and supervision system in six aspects of comprehensive combing the current situation and problems of agricultural machinery safety production in Beijing. In the process of forming a new management strategy, on the basis of the problems raised before, the paper puts forward countermeasures and suggestions on the implementation of two responsibilities, safety education, standardization system construction, supervision system, and so on, aiming at agricultural machinery service organizations. Agricultural machinery practitioners and the department of agricultural machinery industry safety production supervision department put forward management strategy. At the same time, they put forward four systems to establish and perfect safety production responsibility system, safety prevention and control system, hidden trouble investigation and management system, emergency rescue system. In order to solve the problems existing in Beijing's agricultural machinery production industry and effectively improve the level of agricultural machinery industry safety production standardization and "Ping an Agricultural Machinery", two fine projects were created to effectively solve the problems existing in Beijing's agricultural machinery production industry.
