湖北省城市化与城市土地利用效益协调性研究

【摘要】：湖北省是国家实施“中部崛起”战略的基点,近几年来,由于城市化的飞速发展,城市土地供需矛盾更加严重,加上普遍存在土地闲置和利用粗放等问题,使得在发展城市化同时,提高土地利用效益显得尤为重要。提高湖北省城市化与城市土地利用效益发展的协调程度,是目前应该重视的问题。本文在分析湖北省城市化及土地利用现状的基础上,经过定量分析,分别测算了二者的综合指数及二者协调性的时空差异,最后根据测算结果提出了对策建议。首先,结合土地供求理论、资源稀缺理论和可持续发展等理论基础对湖北省城市城市化及土地利用现状进行分析,发现其城市土地利用结构在整体上处于合理利用程度;城市化发展速度虽然很快,但质量不高,仍然存在城市首位度高、城市分布不均匀的问题。随后,通过运用综合指数模型及耦合协调模型,对湖北省2003~2012年的城市化和城市土地利用效益协调性的时间差异进行分析,发现湖北省土地利用效益由原来的高于城市化水平发展到低于城市化水平,协调发展度一直较低,2012年勉强达到协调。随后,对湖北省12个地级市2003~2012年的城市化与城市土地利用效益协调度的空间差异性进行了分析,结果表明湖北省各省辖市城市化与城市土地利用效益的协调发展度分布在0.1~0.5之间,没有城市达到协调发展状态。虽然协调发展度都很低,但城市之间还是存在着明显的差异的,经济发展较好的城市协调发展度相对较高。从地理上看,湖北省的沿江城市和位于中心区域的城市协调度较高,东部城市的协调度比其他城市的协调度要低。最后,针对上述评价结果,提出促进湖北省城市化与城市土地利用效益协调发展的建议对策,为今后湖北省城市土地可持续利用提供参考。
[Abstract]:Hubei Province is the basic point for the country to implement the strategy of "the rise of Central China". In recent years, due to the rapid development of urbanization, the contradiction between supply and demand of urban land has become more serious, coupled with the widespread problems of idle land and extensive utilization of land. At the same time, it is very important to improve the benefit of land use. It is important to improve the coordination between urbanization and urban land use in Hubei Province. Based on the analysis of the present situation of urbanization and land use in Hubei Province, this paper calculates the comprehensive index of the two and the space-time difference of their coordination by quantitative analysis. Finally, the countermeasures and suggestions are put forward according to the results of the calculation. Firstly, based on the theories of land supply and demand, resource scarcity and sustainable development, the author analyzes the present situation of urbanization and land use in Hubei Province, and finds that the urban land use structure is in a reasonable degree as a whole. Although the development of urbanization is very fast, the quality is not high, and there are still the problems of high degree of priority and uneven distribution of cities. Then, by using the comprehensive index model and the coupled coordination model, the paper analyzes the time difference between urbanization and urban land use benefit coordination in Hubei Province from 2003 to 2012. It is found that the benefit of land use in Hubei Province has developed from the original level above the urbanization level to the level below the level of urbanization, and the degree of coordinated development has been low, and barely reached the level of coordination in 2012. Then, the spatial differences between urbanization and urban land use benefit coordination between 2003 and 2012 in 12 prefectural cities in Hubei Province were analyzed. The results showed that the coordinated development degree of urbanization and urban land use benefit in Hubei Province was between 0.1 and 0.5, and no city reached the state of coordinated development. Although the degree of coordinated development is very low, there are obvious differences between cities, and the degree of coordinated development of cities with better economic development is relatively high. Geographically, the coordination degree of the cities along the Yangtze River in Hubei Province and the cities located in the central region is higher, and the coordination degree of the eastern cities is lower than that of the other cities. Finally, in view of the above evaluation results, the author puts forward some suggestions to promote the coordinated development of urbanization and urban land use benefit in Hubei Province, which will provide a reference for the sustainable use of urban land in Hubei Province in the future.
