社区营造视角下的长泰县山重古村落旅游开发研究

【摘要】：古村落是村民生产和生活的地方,我国古村落拥有丰富的历史文化资源。随着我国乡村旅游业的发展,古村落逐渐成为人们向往的别具特色的旅游目的地。我国古村落在旅游开发过程中多采用政府主导或由企业组织自上而下带动的开发模式,忽视了村民的参与作用,在旅游开发过程中出现环境遭受破坏,旅游资源被过度消耗,经济发展与文化保护难以两全等问题。国内外学者关注社区参与在旅游开发过程中发挥的作用,发现相对于传统的自上而下的开发模式,自下而上的社区营造方式更有利于促进古村落的持续发展。台湾地区通过推行乡村社区总体营造很好解决了乡村发展过程中面临的衰败问题,实现了可持续发展。长泰县山重古村落在旅游开发过程中面临着环境承载能力下降、古民居遭受破坏等问题,从社区营造视角探讨古村落旅游开发,可以为山重古村落旅游开发提供新的思路,实现古村落的可持续发展。本文采用文献分析法梳理了国内外社区营造和古村落旅游开发的研究成果,分析国内外旅游开发中的社区营造案例,总结社区营造的经验和启示。对我国古村落旅游开发进行探讨,分析我国古村落旅游开发现状以及旅游开发模式,针对我国古村落旅游开发存在的问题,从社区营造角度提出优化措施。采用问卷调查和深入访谈对山重古村落进行实地调研,分析山重村民对社区营造的态度以及山重村开展社区营造的条件,发现山重村民普遍对山重村进行社区营造持赞成态度,山重村具备开展社区营造内在基础、外部条件、催化动力,但也存在潜在障碍。本文从社区营造视角提出山重古村落旅游开发优化策略:1、地方政府要做好科学规划引导工作,指导村庄做好总体旅游规划,引导调控旅游企业,完善旅游信息系统和环境评价体系,保障社区居民利益。2、社区要加强自身组织和制度建设,加强民主管理,在旅游开发过程中主动征求村民意见和建议。3、旅游企业要提高专业化经营和管理水平,主动吸纳和雇佣山重村当地劳动力,解决当地劳动力就业问题。4、村民要积极参与村庄旅游规划建设,并加强对旅游企业开发过程中的监督。
[Abstract]:Ancient villages are a place where villagers live and produce. Ancient villages in China have rich historical and cultural resources. With the development of rural tourism in China, ancient villages have gradually become the unique tourist destination that people yearn for. In the process of tourism development, the ancient villages in our country mostly adopt the development mode led by the government or driven by enterprises from the top to the bottom, ignoring the participation of the villagers, causing environmental damage and excessive consumption of tourism resources in the process of tourism development. Economic development and cultural protection are difficult to both sides. Scholars at home and abroad pay attention to the role of community participation in the process of tourism development, and find that compared with the traditional top-down development mode, bottom-up community construction is more conducive to promoting the sustainable development of ancient villages. The overall construction of rural communities in Taiwan has solved the problem of decline in the process of rural development and realized sustainable development. In the process of tourism development, Shanzhou-ancient villages in Changtai County are faced with the problems such as the decline of environmental carrying capacity and the destruction of ancient houses. To explore the tourism development of ancient villages from the perspective of community building can provide a new way of thinking for the tourism development of mountain and ancient villages. To realize the sustainable development of ancient villages. This paper combs the research results of community construction and ancient village tourism development at home and abroad by literature analysis, analyzes the case of community construction in tourism development at home and abroad, and summarizes the experience and inspiration of community construction. This paper probes into the tourism development of ancient villages in China, analyzes on the present situation and mode of tourism development of ancient villages in China, and puts forward the optimization measures from the angle of community construction in view of the problems existing in the tourism development of ancient villages in China. Through questionnaire investigation and in-depth interview, this paper analyzes the villagers' attitude towards community construction and the conditions of community construction in Shanzhong village. It is found that Shanzhong villagers are generally in favor of community building in Shanzhong village. Shanzhong Village has the inherent foundation, external conditions and catalytic power to develop the community, but there are also potential obstacles. From the perspective of community construction, this paper puts forward the optimized tourism development strategy: 1. The local government should do a good job of scientific planning and guidance, guide villages to do a good job of overall tourism planning, guide and regulate tourism enterprises. To improve the tourism information system and environmental evaluation system, to protect the interests of the community residents. The community should strengthen its own organization and institutional construction, strengthen democratic management, In the process of tourism development, the villagers' opinions and suggestions should be actively solicited. Tourism enterprises should improve their professional management and management level, and take the initiative to absorb and employ the local labor force in Shanzhongcun. To solve the employment problem of local labor force, villagers should take an active part in the village tourism planning and construction, and strengthen the supervision over the development of tourism enterprises.
