永修云山经济开发区土地集约利用评价及提升对策研究

【摘要】:中国工业园区的发展从上世纪80年代末的开始到1992年的全面兴起,距今已经有20多年,对工业园区土地利用相关研究也随着工业园区的兴起而慢慢成为国内学者研究的热点,当前,我国对工业园区土地集约利用评价的相关研究已经成为工业园区土地利用相关研究的热点,学者对各个工业园区的土地集约利用评价都比较多。本研究就是在2014年9月12日国土资源部发布了《关于推进土地节约集约利用的指导意见》的基础上对永修云山经济开发区土地集约利用评价研究,是对永修云山经济开发区土地集约利用评价研究的更新研究,永修云山经济开发区已经分别于2008年和2011年进行了工业园区土地集约利用评价研究,本研究即在2008年和2011年工业园区土地集约利用评价研究的基础上,对2013年12月31日的永修云山经济开发区土地集约利用进行评价研究,并依据土地集约利用评价结果对永修云山经济开发区土地集约利用管理进行相关优化管理研究。本研究主要包括6个部分的内容:绪论、工业园区土地集约利用评价和管理研究的理论基础、永修云山经济开发区土地利用现状分析、永修云山经济开发区土地集约利用评价、永修云山经济开发区土地集约利用管理现状及提升对策分析、研究结论与讨论。其中,最为重要的是永修云山经济开发区土地利用现状分析、永修云山经济开发区土地集约利用评价、永修云山经济开发区土地集约利用管理现状及提升对策分析3个部分。永修云山经济开发区土地利用现状分析就是在简单介绍永修县唯一工业园区——云山经济开发区的基本信息,在此基础上对云山经济开发区的土地利用现状分析,对云山经济开发区的土地利用现状分析分别从地供应现状和土地开发现状2方面进行定性和定量分析。永修云山经济开发区土地集约利用评价就是对云山经济开发区2013年12月31日土地集约利用现状进行评价,本研究对云山经济开发区土地集约利用现状评价方法、评价指标体系主要是依据国土资源部2014年发布的《开发区土地集约利用评价规程》中所确定的方法和指标体系进行相关评价。通过土地集约利用现状评价,得出:2013年12月31日,整个云山经济开发区土地集约度分值大致为89.32,云山经济开发区主区土地集约度分值90.68,云山经济开发区发展方向区土地集约度分值83.87。最终确定:云山经济开发区整体土地集约利用程度属于高等集约利用,主区土地集约利用程度属于高等集约利用,发展方向区土地集约利用程度属于中等集约利用。永修云山经济开发区土地集约利用管理现状及提升对策分析就是利用云山经济开发区土地集约利用评价结果,提出云山经济开发区土地集约利用管理现状问题和可优化提升之处,最后对云山经济开发区土地集约利用管理现状进行优化提升分析,对云山经济开发区土地集约利用管理优化提升对策分析主要从土地利用程度方面、用地结构方面、土地利用强度方面、产业用地投入产出效益方面4个方面进行相关优化提升详细分析。通过对永修县唯一工业园区——云山经济开发区2013年12月31日的土地集约利用现状进行分析和评价,得出云山经济开发区2013年12月31日土地集约利用处于高等集约利用结论,并利用云山经济开发区土地集约利用评价分析过程找出云山经济开发区土地集约利用存在的问题和可以优化的地方,并进行相关优化,从而为云山经济开发区今后土地集约利用管理提供更好的方向和措施,也为云山经济开发区土地集约利用评价形成连续有序的评价研究提供相关数据和资料。
[Abstract]:The development of the industrial park in China has risen from the beginning of the 80s of the last century to the 1992. It has been more than 20 years ago. The research on the land use related to industrial parks has also gradually become a hot spot of domestic scholars' research with the rise of industrial parks. At present, the relevant research on the evaluation of the intensive use of land in the industrial park has already been made in China. For the hot spot of land use related research in industrial parks, scholars have more evaluation on the intensive use of land in each industrial park. This study was based on the guidance of the Ministry of land and resources in September 12, 2014 on the evaluation of the intensive use of land in the Yong Xiuyun Mountain Economic Development Zone on the basis of the guidance on promoting the intensive use of land conservation. The study of land intensive use evaluation of Yongxiu Yunshan economic development zone is a renewal study. The Yongxiu Yunshan Economic Development Zone has carried out the evaluation of the land intensive use of industrial parks in 2008 and 2011. This study is based on the evaluation of land intensive use in 2008 and 2011, and in December 31, 2013. The land intensive use of Yongxiu Yunshan economic development zone is evaluated and studied. According to the results of land intensive use evaluation, the management of intensive use of land in Yunshan Economic Development Zone of Yongxiu is studied. The main contents of this study include 6 parts: introduction, the theory of land intensive use evaluation and management research in Industrial Park Based on the analysis of the land use status of Yongxiu Yunshan Economic Development Zone, the evaluation of land intensive use in Yunshan Economic Development Zone in Yongxiu, the current situation of land intensive use management in Yunshan Economic Development Zone in Yongxiu and the analysis of the countermeasures, the most important is the analysis of the land use status of Yunshan Economic Development Zone in Yongxiu, Yong Xiuyun The land intensive use evaluation of mountain Economic Development Zone, the current situation of land intensive use management in Yunshan Economic Development Zone in Yongxiu and the analysis of the Countermeasures for the improvement of the 3 parts. The analysis of the current situation of land use in the Yongxiu Yunshan economic development zone is to introduce the basic information of the only industrial park of Yongxiu County, Yunshan economic development area, and on this basis to Yunshan The present situation of land use in the economic development zone is analyzed. The analysis of the present situation of land use in Yunshan economic development zone is carried out qualitatively and quantitatively from the 2 aspects of the present situation of land supply and the present situation of land development. The evaluation of the intensive use of land in Yunshan economic Development Zone in Yongxiu is the present situation of the intensive use of land in Yunshan Economic Development Zone in December 31, 2013. The evaluation method of the present situation of the intensive use of land in Yunshan economic development zone is mainly based on the evaluation of the method and index system determined by the land intensive use evaluation regulation issued by the Ministry of land and resources in 2014. Through the evaluation of the current situation of land intensive use, it is concluded that: 31 in December 2013. The land intensive degree of Yunshan economic development zone is roughly 89.32, and the land intensive degree of Yunshan economic development zone is divided by 90.68. The land intensive degree of the development direction area of Yunshan economic development zone is determined by 83.87.. The intensive use of land in Yunshan economic development zone is higher intensive use, and the intensive use of land in the main area is used. The degree of intensive use of land in the development direction area belongs to the medium intensive utilization. The analysis of the current situation of land intensive use management in Yunshan Economic Development Zone in Yongxiu is to use the evaluation result of the intensive use of land in Yunshan Economic Development Zone, and put forward the current situation of land intensive use management in Yunshan economic development zone. In the end, the current situation of land intensive use management in Yunshan economic development zone is optimized and analyzed. The analysis of the optimization and improvement of land intensive use management in Yunshan economic development zone is mainly based on land use degree, land use structure, land use intensity and industrial land input and output benefit. Through the analysis and evaluation of the current situation of land intensive use in Yunshan Economic Development Zone in December 31, 2013, the 4 aspects of the Yongxiu county's only industrial park, Yunshan Economic Development Zone, are analyzed and evaluated. The conclusion of the intensive use of land in Yunshan Economic Development Zone in December 31, 2013 is concluded, and the Yunshan economic development zone is used. The evaluation and analysis process of land intensive use is used to find out the existing problems in the intensive use of land in Yunshan economic development zone and to optimize it, so as to provide better direction and measures for the future intensive land use management in Yunshan Economic Development Zone, and to form a continuous evaluation of land intensive use in the Yunshan economic development zone. An orderly evaluation study provides relevant data and information.
