从化区农资市场信用体系建设研究

【摘要】：现阶段,信用缺失现象在我国农资市场出现频率呈上升趋势。假冒伪劣农资产品层出不穷、行政部门对农业违法经营行为的执法不力、各种检测报告的作假、账目作假、价格咨询机构胡乱收费等失信行为,扰乱了农贸市场秩序,影响了农业增效、农民增收,令我国农业经济不能持续稳定健康发展。本文以广东从化区为例,依据界定概念、提出问题、分析原因、提供对策的逻辑思路,分析信用缺失问题在从化区农资市场的现状和根源,根据从化区实际情况,结合目前我国国情提出了如何建设农资市场信用体系,并以此为基础,对关于农资市场信用体系的内部与外部环境建设问题进行了讨论。本文研究的基本问题包括以下几个方面:(1)通过对从化区农资市场发展现状进行分析,发现当前从化区农资市场存在信用缺失现象,并深入分析探究了信用缺失的原因。(2)通过借鉴发达国家信用体系建设经验的基础上,根据国情提出要采取“有目的、有计划、有步骤”地推进从化区农资市场信用体系建设的思路,并界定了信用体系的基本框架。(3)从化区农资市场信用体系的运作模式最宜采取市场化的模式,并根据我国国情,从现实出发,结合当前行政管理体制,选择适应从化现在的农资市场的信用管理体制。(4)阐述了从化区农资市场信用体系的运行机制。(5)探讨从化区农资市场信用体系的外部环境建设的几个问题。
[Abstract]:At present, the phenomenon of lack of credit in China's agricultural resources market frequency is on the rise. Fake and shoddy agricultural material products have emerged in endlessly, the administrative departments have failed to enforce the law on illegal agricultural operations, various test reports have been falsified, accounts have been falsified, price consulting agencies have arbitrarily charged fees, and other acts of dishonesty have disturbed the order of the farmers' market. Affected the agricultural efficiency, farmers increase income, so that our agricultural economy can not continue stable and healthy development. This paper takes Conghua District of Guangdong Province as an example, according to the definition of the concept, puts forward problems, analyzes the reasons, provides the logical thinking of countermeasures, analyzes the current situation and root causes of the problem of lack of credit in the agricultural capital market of Conghua District, according to the actual situation of Conghua District. According to the current situation of our country, this paper puts forward how to construct the credit system of agricultural material market, and on this basis, discusses the construction of internal and external environment of the credit system of agricultural material market. The basic problems studied in this paper include the following aspects: 1) by analyzing the current situation of the development of agricultural capital market in Conghua District, we find that there is a phenomenon of credit deficiency in the agricultural material market of Conghua District at present. And deeply analyzes the reasons for the lack of credit. 2) on the basis of drawing lessons from the experience of developed countries in the construction of credit system, and according to the national conditions, we propose to take "purposeful, planned". The paper advances the train of thought of constructing the credit system of agricultural capital market in Conghua district step by step, and defines the basic frame of credit system.) the operating mode of credit system of agricultural capital market in Conghua district is most suitable to adopt the market-oriented mode, and according to the national conditions of our country, Proceeding from reality and combining with the current administrative system, Choosing the credit management system to adapt to the current agricultural capital market in Conghua, the paper expounds the operating mechanism of the credit system in the agricultural material market in Conghua region, and probes into several problems in the construction of external environment of the credit system of agricultural material market in Conghua district.
