大英县失地农民住房安置工作调查研究

【摘要】:随着城市化进程的加快,农村集体土地被大量征用,众多农民转化为城市居民,失地农民的安置问题已成为城市化进程中面临的重要问题。大英县城市建设经历了由建县初2平方公里的农业小镇转变为2012年城市面积13平方公里的中等城镇,城市居民由2万余人达到目前的12万人。在城市化快速发展的同时,大量城郊农民转变为城市居民,县级政府在征地拆迁、住房安置等方面做了大量工作,积累了较多的经验和教训。本文通过对大英县建县16年以来在推进旧城改造、新城拓展,以及建设工业园区、中国死海旅游区等过程中政府对失地农民住房保障工作所采取的模式、建设的效果和群众的感受作典型性对比分析,逐一剖析不同安置模式存在的优劣和可资借鉴的经验,最后探讨在新的发展阶段如何更好地实现城市快速发展与保障改善民生实现同步推进。文章通过相关理论研究探讨了如何在新时期更好地遵循市场经济规律,科学确定被征地农民的土地及房产价值,切实保护被征地农民的合法权益。通过对已建成拆迁安置小区的对比分析,总结在拆迁安置过程中不同模式的优点和不足,并采取居民问卷调查的形式分析被安置群众对安置模式的满意程度。通过对比分析,文章提出目前大英县征地拆迁和安置房建设中存在群众较高期望值与遵循市场规律,资金和土地紧缺与安置量增大,规划执行缺位与提升城市品质,政策执行不统一与拆迁压力增大等4个主要矛盾。最后,文章就完善安置房建设工作给予了相关政策建议,主要包括:1,提升城市规划水平,增强规划执行刚性;2,提升综合保障水平,维护群众合法权益。3,完善安置工作举措,健全住房保障机制。
[Abstract]:With the acceleration of urbanization, rural collective land has been expropriated in large numbers, many farmers have been transformed into urban residents, and the resettlement of land-lost farmers has become an important problem in the process of urbanization. The urban construction of Daying County has changed from a small agricultural town of 2 square kilometers at the beginning of the county to a medium town with an area of 13 square kilometers in 2012. The number of urban residents has reached 120000 from more than 20, 000 to the present. With the rapid development of urbanization, a large number of suburban farmers have turned into urban residents, and the county government has done a lot of work in land acquisition and demolition, housing resettlement and so on, and has accumulated more experience and lessons. In this paper, in the course of promoting the transformation of the old city, the expansion of the new city, and the construction of the industrial park and the China Dead Sea tourist area, the government has adopted the mode of housing security for the landless peasants since the construction of the county in Daying County for 16 years. The effects of construction and the feelings of the masses are compared and analyzed one by one, and the advantages and disadvantages of different resettlement models and the experience that can be used for reference are analyzed one by one. Finally, it discusses how to better realize the rapid development of the city and guarantee the improvement of people's livelihood in the new stage of development. This paper discusses how to follow the law of market economy better in the new period, scientifically determine the land and real estate value of the peasants who have been expropriated, and protect the legitimate rights and interests of the peasants who have been expropriated through the relevant theoretical research. Based on the comparative analysis of the completed resettlement community, this paper summarizes the advantages and disadvantages of different models in the process of resettlement, and analyzes the satisfaction of the resettled people with the resettlement model by means of questionnaire survey. Through comparative analysis, the paper points out that there are high expectations of the masses and follow the market law in the current land requisition and relocation and housing construction in Daying County, the funds and land shortage and the increase of the resettlement quantity, the lack of implementation of the plan and the improvement of the quality of the city. There are four main contradictions between the inconsistent implementation of the policy and the increase of the demolition pressure. Finally, the article gives relevant policy suggestions on improving the construction of resettlement houses, mainly including: 1, raising the level of urban planning, enhancing the rigidity of planning execution, raising the level of comprehensive security, safeguarding the legitimate rights and interests of the masses, and perfecting the measures of resettlement work. We will improve the housing security mechanism.
