福建省福鼎市乡镇农产品质量安全信息化管理体系建设水平评价研究

【摘要】：农产品质量安全信息化管理体系,是指涉及计划、组织、调查、控制、协调、监督、检查、处理及反馈等多控制环节的综合管理为一体化的工作网络。现有很多因素对构建和完善农产品质量安全信息化管理体系建设存在诸多不利,比如农业清洁生产理论的不重视、农产品质量安全信息不对称、农产品质量安全信息具有负外部性现象等,以及县市乡镇农产品质量安全信息化管理体系建设经验不足,农产品质量安全信息化管理体系建设效果检验评价体系不足等。本文以福鼎市13个乡镇农产品安全信息化管理体系建设水平为研究评价对象,采用文献查阅研究归纳法、现场调研取证法、问卷调查分析法等方法进行研究。首先,通过文献查阅研究归纳方法,明确了福建省福鼎市乡镇农产品质量安全信息化管理体系建设的主要要求和基本内容,并概括了国外食品(农产品)质量安全监管经验总结以及当前福建省福鼎市农产品质量安全信息化管理体系建设水平概况；其次,通过现场调研取证及专家问卷调查等方法,实地调研了福鼎市各乡镇农产品质量安全信息化管理体系建设情况,并运用清洁农业生产理论、信息不对称理论、信息外部性理论等相关理论,从生产、认证、检测、消费和行政监管等五个关键性环节入手,分析得出农产品质量安全信息化管理体系系统通常包含农产品质量安全监测信息系统、农产品质量安全追溯信息化系统、农产品质量安全突发事件管理信息化系统等。在此基础上进一步,阐述了农产品质量安全信息化管理体系建设水平评价指标系统的最高一层(目标层)、中间层(具体方案层)、下层具体方案层的框架,及相应的水平评价指标体系和评价方法；最后,对建立的指标体系和评价方法进行优化并加以实证评价,得出了福鼎市各乡镇农产品质量安全信息化管理体系建设的水平评价排序结果,同时提出了提升福鼎市乡镇农产品质量安全信息化管理体系建设水平的对策建议。本文研究的主要成果有：(1)运用清洁农业生产理论、不对称信息理论及外部性理论等相关理论分析出福鼎市乡镇农产品质量安全信息化管理建设水平的评价指标；(2)运用层次分析法、极差正规化综合评价法评价了福鼎市13个乡镇的农产品质量安全信息化管理体系的建设水平,得出了福鼎市相应乡镇的农产品质量安全信息化管理体系建设水平的排序结果；(3)提出了提升福鼎市乡镇农产品质量安全信息化管理体系建设水平的对策建议。
[Abstract]:The information management system of agricultural product quality and safety refers to the integrated management of planning, organization, investigation, control, coordination, supervision, inspection, processing and feedback. There are many disadvantages to the construction and improvement of the information management system of agricultural product quality and safety, such as the lack of attention to the theory of cleaner agricultural production, the asymmetry of information on the quality and safety of agricultural products, The information of agricultural product quality and safety has negative externalities, and the experience in the construction of information management system of agricultural product quality and safety in counties and cities is insufficient, and the evaluation system for the effect of the construction of information management system of agricultural product quality and safety is insufficient. This paper takes the construction level of information management system of agricultural products safety in 13 villages and towns in Fuding City as the object of study and evaluation, adopts the methods of literature review and research induction, field investigation and evidence collection, questionnaire analysis and so on. First of all, the main requirements and basic contents of the construction of the information management system of the township agricultural products quality and safety in Fuding, Fujian Province, are defined by the methods of literature review and research. And summarized the foreign food (agricultural products) quality and safety supervision experience and the current Fuding City, Fujian Province agricultural product quality and safety information management system construction level overview; secondly, through on-site research and evidence collection and expert survey methods, This paper investigates the construction of the information management system for the quality and safety of agricultural products in various towns of Fuding City, and applies the theories of cleaner agriculture production, information asymmetry, information externality, and so on, from the production, certification, detection, etc. Starting with the five key links of consumption and administrative supervision, it is concluded that the agricultural product quality and safety information management system usually includes the agricultural product quality and safety monitoring information system, the agricultural product quality and safety traceability information system. Agricultural product quality and safety emergency management information system. On this basis, the framework of the highest level evaluation index system of agricultural product quality safety information management system (target layer, middle layer (concrete scheme layer), lower layer specific plan layer, the frame of the level evaluation index system of agricultural product quality and safety information management system is expounded. And the corresponding level evaluation index system and evaluation method; finally, the established index system and evaluation methods are optimized and empirically evaluated. The results of evaluation and ranking of the construction of the information management system for the quality and safety of agricultural products in the villages and towns of Fuding City were obtained. The main results of this study are: (1) the use of clean agricultural production theory, Based on asymmetric information theory and externality theory, this paper analyzes the evaluation index of the construction level of quality safety information management of township agricultural products in Fuding City, and applies the Analytic hierarchy process (AHP). The construction level of agricultural product quality safety information management system in 13 villages and towns of Fuding was evaluated by the range regularization comprehensive evaluation method. The ranking result of the construction level of the agricultural product quality safety information management system in the corresponding towns of Fuding city is obtained. The countermeasures and suggestions for improving the construction level of the agricultural product quality safety information management system in the town of Fuding city are put forward.
