开封市祥符区农村经济转型发展研究

【摘要】：2014年开封县更名为开封市祥符区,原开封县所辖的乡镇均摇身一变成市区,但并没有改变农村现状的实质。“县化区”对祥符区农村发展来说是一个政策机遇,同时对祥符区重点乡镇的经济发展提出了更高的要求。从开封县到祥符区,再到建设开封东部新城区,这是历史的跨越,也给祥符区的发展带来了新的机遇和挑战。依托郑汴一体化和开港经济带的重要优势,补齐农村发展短板刻不容缓,不能再走历史的旧路老路,祥符区农村经济发展面临着必要的转型。本文采用访问调查法,在研究祥符区农村经济转型过程中,多次到朱仙镇国家生态园区、西乡寨页岩气工地等实地调查。研究以农业、工业、服务业三个方面为着手点,通过深入分析祥符区资源优势型重点乡镇的经济转型发展现状和问题,寻找出转型中不足,给出转型建议:农业方面,必须由传统农业向有机互联农业转型;工业方面,工业承担着支撑经济发展的重任,需放下短期效益,由以牺牲生态环境为代价的工业模式向高新工业园区模式转型;服务业方面,以休闲旅游业为转型的着手点,以祥符区最大的旅游资源朱仙镇为转型发展核心,分析过去转型开发失败的原因,提出与开封旅游资源捆绑式转型建议。本文首次在市区背景下研究农村经济转型发展问题;改变以往只注重产业结构转型的研究思路,从农、工、服务业三方面分别提出该区经济转型发展的要求和对策。
[Abstract]:In 2014, Kaifeng County was renamed as the Xiangfu District of Kaifeng City. The villages and towns under the jurisdiction of Kaifeng County were transformed into urban areas, but they did not change the essence of the present rural situation. The "county district" is a policy opportunity for the rural development of Xiangfu district, and puts forward higher requirements for the economic development of the key towns in Xiangfu district. From Kaifeng County to Xiangfu District, to the construction of Kaifeng East New District, this is a historical leap, but also brings new opportunities and challenges to the development of Xiangfu District. Relying on the important advantages of the integration of Zheng and Bian and the opening of the port economic belt, it is urgent to make up for the shortage of rural development in Qi, and can no longer take the old road of history. The rural economic development in Xiangfu area is facing the necessary transformation. In the process of rural economic transformation in Xiangfu District, this paper adopts the method of interview investigation, and makes many field investigations in the National Ecological Park of Zhuxian Town and the Shale Gas site in Xixiang village. This paper takes agriculture, industry and service industry as the starting point, through deeply analyzing the present situation and problems of economic transformation in Xiangfu area, finds out the deficiency in the transformation, and puts forward some suggestions for transformation: agriculture, It is necessary to transform from traditional agriculture to organic interconnected agriculture, in the aspect of industry, industry is shouldering the important task of supporting economic development, and it is necessary to put aside short-term benefits and transform from industrial model at the expense of ecological environment to high-tech industrial park model. In the aspect of service industry, taking leisure tourism as the starting point and Zhuxian town, the largest tourism resource in Xiangfu area, as the core of the transformation and development, the paper analyzes the reasons for the failure of the transformation and development in the past, and puts forward some suggestions for the transformation of tourism resources bundled with Kaifeng. This paper studies the development of rural economic transformation in the background of urban area for the first time, and changes the research thinking that only pays attention to the transformation of industrial structure in the past, and puts forward the requirements and countermeasures of economic transformation and development in this area from three aspects: agriculture, industry and service industry.
