人力资本视角下家庭农场发展研究

【摘要】:改革开放以来,中国城镇化、工业化迅速发展,致使农村劳动人口大量移出。在传统的小规模土地分散经营方式下,农业土地资源配置效率低下。为解决上述问题,应对"怎样种地,谁来种地"的困境,培育新型经营主体,包括以家庭承包为主体的家庭农场,构建规模化、集约化、专业化、社会化相结合的新型农业经营方式,显得尤为重要。然而家庭农场的发展呼唤着一批区别于传统农户、综合素质较高、懂经营、会管理具有高人力资本的而且能够有效规避风险的家庭农场主队伍的生成。因此,希望通过本研究,明晰家庭农场中的人力资本因素对家庭农场影响的机理和效应,从而为政府制定促进家庭农场发展的相关政策提供决策依据,给出家庭农场主的培育策略,回应当下家庭农场发展的实践需求。近年来的实践也表明家庭农场面临着难以持续经营的问题。本文从人力资本的角度出发,首先梳理家庭农场与人力资本的相关研究,界定家庭农场与农业人力资本的范畴;其次,基于人力资本视角对家庭农场发展现状进行描述评析;然后,分别从宏观方面明晰家庭农场中的人力资本因素对家庭农场演化及发展影响的机理和效应,从微观的人力资本具体特质实证分析家庭农场经营者对家庭农场经营收入影响。最后,根据上述研究得出相应结论并针对性的提出政策建议。本文研究发现人力资本对家庭农场的生成及发展有重要影响,人力资本通过与制度、农业生产技术及其他物质生产要素的相互影响共同推动家庭农场的演化发展。通过实证发现家庭农场主的人力资本对家庭农场的经营收入有重要影响但并不全部都表现为直接作用关系的。具体表现为:家庭农场主的管理能力对家庭农场经营有重要影响,一般来说家庭农场主管理能力越高家庭农场经营越好;其中家庭农场主的年龄与家庭农场主的农业技能对家庭农场经营的影响是通过调节家庭农场主的管理能力影响家庭农场经营来实现的。本研究具体内容分为六个部分,主要内容如下:第一章为研究的绪论部分。先是介绍了本文的研究背景及选题来源,并从理论和实践两方面解释了基于人力资本视角下研究家庭农场发展的意义,并在这一节中介绍文章的研究内容及框架,并对本研究的创新与不足之处做出说明。第二章是研究的文献综述及理论基础。本章梳理了国内外关于家庭农场相关研究及理论,为下一章节的研究奠定基础。第三章是是我国农村人力资本现状及家庭农场人力资本类型划分。本章节首先通过数据分析我国人力资本现状,然后解释了家庭农场中的人力资本形成机理并在此基础上对家庭农场中人力资本划分不同类型。此外,本章还基于人力资本视角以案例分析的方式介绍了家庭农场发展现状。第四章是人力资本与家庭农场演化及发展的互动机理分析。本章从宏观角度出发,探讨农业人力资本与家庭农场对于我国经济发展的重要意义,再考察家庭农场其他投入要素和人力资本要素的之间相互作用机制,最后归纳农业人力资本的一些特质对于家庭农场作用的机理。第五章是对家庭农场主的人力资本特质对家庭农场影响因素的实证分析。本章根据具体数据选取出相关计量指标和分析方法,构建相应的模型,在此基础上分析家庭农场主的个人的教育、生产技能及管理能力等人力资本如何影响家庭农场的经营发展,然后进行实证分析并得出结论。第六章为对策和建议。在第四章理论分析与第五章实证分析的基础上,结合本研究得出的相关结论,有针对性地提出有效开发家庭中的人力资本、促进家庭农场发展的政策性建议。
[Abstract]:Since the reform and opening up, China's urbanization and industrialization have developed rapidly, resulting in a large number of migrant workers in rural areas. Under the traditional small-scale decentralized management of land, the efficiency of the allocation of agricultural land resources is low. In order to solve the above problems, we should cultivate a new management subject, including the family contract. The family farm of the body is particularly important for the construction of a new type of agricultural management, which is large-scale, intensive, specialized and socialized. However, the development of family farms calls for a group of family farms, which are distinguished from traditional farmers, have high comprehensive quality, understand management, manage high human capital and can effectively avoid risk. Therefore, we hope to clarify the mechanism and effect of human capital factors in family farms on family farms through this study, so as to provide a decision basis for the government to formulate relevant policies to promote the development of family farms, give the cultivation strategy of family farmers, and return to the practical needs of the development of family farms. The practice also shows that family farms are faced with problems that are difficult to continue to operate. From the perspective of human capital, this paper first combs the related research on family farm and human capital, defines the category of family farm and agricultural human capital; secondly, describes the status of family farm development based on the Perspective of human capital; then, respectively, On the macroscopic aspect, the mechanism and effect of human capital factors on family farm evolution and development are clarifying, and the impact of family farm operators on family farm operating income is empirically analyzed from the specific characteristics of the micro human capital. Finally, the relevant conclusions and pertinent policy suggestions are made according to the above research. It is found that human capital has an important impact on the generation and development of family farms. Human capital contributes to the evolution and development of family farms through the interaction with the system, the agricultural production technology and other material production factors. Through the empirical study, it is found that the human capital of the family farmer has an important influence on the income of the family farm but is also an important factor. In general, the higher the management ability of the family farmers, the better the family farm management; the age of the family farmer and the influence of the farm owner's agricultural skills on the family farm management are through the passage. The main content of this study is divided into six parts. The main contents are as follows: the first chapter is the introduction of the study. First, it introduces the background of the study and the source of the topic, and explains the study of family farmers from the perspective of human capital from two aspects of theory and practice. The meaning of the development of the field, and the introduction of the content and framework of the article in this section, and to explain the innovation and shortcomings of this study. The second chapter is the literature review and theoretical basis of the study. This chapter combs the domestic and foreign related research and theory about family farms, and lays the foundation for the next chapter. The third chapter is our country The current situation of human capital in rural areas and the classification of human capital types in family farms. This chapter first analyzes the current situation of human capital in China through data, then explains the formation mechanism of human capital in family farms and on this basis, divides human capital into different types in family farms. In addition, this chapter is also based on the human capital perspective. The fourth chapter is the analysis of the interaction mechanism of the evolution and development of human capital and family farm. This chapter discusses the significance of agricultural human capital and family farm to the economic development of our country from the macro point of view, and then examines the other input elements of family farms and the factors of human capital. The fifth chapter is an empirical analysis of the influence factors of family farm owner's human capital on family farm. Analysis of how the personal education, production skills and management ability of family farmers affect the management and development of family farms, and then make an empirical analysis and draw conclusions. The sixth chapter is the countermeasures and suggestions. On the basis of the theoretical analysis of the fourth chapter and the empirical analysis of the fifth chapter, it is pertinent to the relevant conclusions obtained in this study. It puts forward policy recommendations for effectively developing human capital in families and promoting the development of family farms.
