现代农业创业投资的梭形投融资机制构建及支持政策研究

【摘要】：本文通过分析现代农业创业投资的投融资状况和创业投资对现代农业的影响,尝试构建一个梭形投融资机制来促进创业投资在现代农业企业中发挥作用。为保障现代农业企业创业投资的运行,归纳现代农业创业投资政策的作用机理,梳理现有相关政策,实证分析创业投资资金对现代农业企业的影响效果,最后提出相应的支持政策。主要结论如下:第一,结合我国现代农业发展现状,分析了现代农业发展需要创业资金的原因、利用创业投资的状况,以及创业投资对现代农业的投资意愿;第二,实证分析了创业投资对不同企业规模现代农业企业发展的影响。为创业投资资金在与现代农业企业对接阶段提供导向性作用,高质量的农业项目是创业投资选择是否投入的必选项,而企业规模也应该作为参考选项纳入考察范围,最终目的是实现创业投资资本增值和企业经营发展的双赢。第三,通过分析现代农业企业利用创业投资的各个阶段,构建了一个以对接机制、运行机制、退出机制为中心,政策扶持机制和监管评价机制为两翼的梭形投融资机制,为维护创业投资资金在现代农业企业中的顺利运行、发挥积极作用提供了尽可能全面的服务平台。第四,通过梳理现有政策发现,政府对创业投资整个行业的管理趋于成熟,创业投资法律制度的雏形已基本形成,有关政策正在逐一落实,但仍有许多方面存在不足,特别是有关现代农业方面的创业投资政策法律仍需加强完善,才能促进创业投资在现代农业领域的顺利运行。
[Abstract]:By analyzing the investment and financing situation of modern agricultural venture capital and the influence of venture capital on modern agriculture, this paper tries to construct a fusiform investment and financing mechanism to promote the role of venture capital in modern agricultural enterprises. In order to ensure the operation of the venture capital of modern agricultural enterprises, this paper sums up the mechanism of the policy of modern agricultural venture capital, combs the existing relevant policies, and empirically analyzes the effect of venture capital on the modern agricultural enterprises. Finally, the corresponding support policy is put forward. The main conclusions are as follows: first, according to the current situation of modern agriculture development in China, this paper analyzes the reasons why modern agricultural development needs venture capital, the status of using venture capital, and the willingness of venture capital to invest in modern agriculture. The impact of venture capital on the development of modern agricultural enterprises with different scale is analyzed empirically. In order to provide guidance for venture capital in the docking stage with modern agricultural enterprises, high quality agricultural project is the necessary option for venture capital to choose whether to invest or not, and enterprise size should also be included in the scope of investigation as a reference option. The ultimate goal is to realize the double-win of venture capital increment and business development. Thirdly, by analyzing the various stages of modern agricultural enterprises using venture capital, a fusiform investment and financing mechanism with docking mechanism, operation mechanism, exit mechanism as the center, policy support mechanism and supervision and evaluation mechanism as two wings is constructed. It provides a comprehensive service platform for maintaining the smooth operation of venture capital in modern agricultural enterprises and playing an active role. Fourth, by combing the existing policies, we find that the government's management of the whole industry of venture capital tends to be mature, the embryonic form of the legal system of venture capital has basically formed, and the relevant policies are being implemented one by one, but there are still many deficiencies in many aspects. Especially, the policies and laws of venture capital in modern agriculture still need to be strengthened and perfected in order to promote the smooth operation of venture capital in the field of modern agriculture.
