山东省莱芜市生姜种植户质量安全生产行为研究

【摘要】:随着社会经济的发展和人们生活水平的不断提高,人们对安全、优质、健康食物的需求日益增加。但近些年来农产品质量安全事件频发,不仅威胁到人类的身体健康和生命安全,也给国家农产品市场秩序和进出口贸易带来不利影响。针对这一问题,在《农产品质量安全法》的基础上,国家出台了一系列相关政策,不断完善农产品质量安全生产体系,如最近国务院办公厅印发《2017年食品安全重点工作安排》,进一步明确要加强农产品源头环节的质量安全治理。与此同时,国内关于农产品质量安全行为的研究成果也不断涌现,基于上述背景,本文主要工作是:在已有文献和理论回顾的基础上,以山东省莱芜市生姜种植户为对象,系统分析生姜生产的现状及农户质量安全行为,在此基础上利用调查问卷数据,对农户生姜质量安全生产行为的影响因素进行实证分析,结合实证分析结果,提出提高生姜种植户质量安全生产行为的具体对策建议。细分主要的研究内容与结论为:(1)莱芜市生姜种植户生产现状分析。概述莱芜市生姜产业的发展现状、农户生姜生产过程,对生姜种植户的调查样本来源以及样本特征做出描述性统计和系统分析。其中,样本特征包括四个层面:农户的基本情况、农户的生姜种植情况、农户对生姜安全生产的认知情况、外部的宏观政策。质量安全行为包括三个层面:农药使用的违规和滥用现象还普遍存在、化肥使用过量,且施用比例不当、农户安全生产意识较低。(2)生姜种植户质量安全生产行为影响因素的实证分析。以山东省莱芜市莱城区15个村集体的168份有效问卷为分析对象,利用多元线性回归模型进行农户生姜质量安全生产行为影响因素的实证分析。实证结果显示:在选取的16个变量中,年龄、家庭人口数、人均收入、生姜种植规模、生姜收入占比、技术指导、新闻媒体、销售检测,共8个变量对农户生姜质量安全具有显著的影响,且均在5%显著性水平上通过检验。在分析影响变量的基础上,对其背后可能的经济学意义做出解释。(3)改善生姜种植户质量安全生产行为的对策建议。加强对生姜种植户生产技术的培训和服务,提高农户种植技能、树立农户安全生产意识,建立信息披露体系、推进生姜质量安全生产的组织创新,与小农户实现对接、构建生姜安全生产跟踪体制,跳出生姜生产误区、开展生姜质量安全生产技术的研究,为安全生产提供技术平台、加大农业投入品及农产品市场监管力度,为农户生产提供良好市场环境、强化政府对生姜质量安全保障的监管与支撑,营造良好的政策环境。
[Abstract]:With the development of social economy and the improvement of people's living standard, people's demand for safe, high quality and healthy food is increasing day by day. However, in recent years, the frequent incidents of agricultural product quality and safety not only threaten human health and life safety, but also bring adverse effects to the order of national agricultural products market and import and export trade. In response to this problem, on the basis of the Law on the quality and Safety of Agricultural products, the State has issued a series of related policies to continuously improve the production system of quality and safety of agricultural products. For example, the General Office of the State Council recently issued the "Food Safety key work arrangements 2017" to further clarify the need to strengthen the quality and safety management of agricultural products at the source. At the same time, the domestic research on the quality and safety behavior of agricultural products is also emerging. Based on the above background, the main work of this paper is: on the basis of literature and theoretical review, taking ginger growers in Laiwu City, Shandong Province as the object, The current situation of ginger production and the behavior of farmers' quality and safety were systematically analyzed. Based on the questionnaire data, the influencing factors of ginger quality and safety production behavior of farmers were analyzed empirically, and the results of empirical analysis were combined. The concrete countermeasures and suggestions for improving the quality and safety production behavior of ginger growers are put forward. The main research contents and conclusions are as follows: 1) the current production situation of ginger growers in Laiwu City. This paper summarizes the present situation of ginger industry in Laiwu City, the process of ginger production by farmers, and makes descriptive statistics and systematic analysis on the sources and characteristics of the samples investigated by ginger growers. Among them, the sample characteristics include four levels: the basic situation of farmers, the cultivation of ginger, the cognition of ginger production, and the external macro policy. There are three levels of quality and safety behavior: the prevalence of violations and abuses of pesticide use, excessive use of fertilizers, and inappropriate rates of application. The empirical analysis of influencing factors of ginger growers' quality and safety production behavior. Based on 168 valid questionnaires collected from 15 villages in Laiwu City Shandong Province the factors influencing the quality and safety of ginger production were analyzed by using multiple linear regression model. The empirical results show that among the 16 variables selected, age, family size, per capita income, ginger cultivation scale, ginger income ratio, technical guidance, news media, sales testing, A total of 8 variables had a significant effect on the quality and safety of ginger, and all of them passed the test at the level of 5% significance. Based on the analysis of the influence variables, the possible economic significance behind it is explained. 3) the countermeasures and suggestions for improving the quality and safety production behavior of ginger growers are put forward. Strengthen the training and service of ginger growers' production technology, improve farmers' planting skills, establish farmers' awareness of production safety, establish information disclosure system, promote organizational innovation of ginger quality and safety production, and realize docking with small farmers. To establish a tracking system of ginger safety production, to jump out of the mistakes of ginger production, to carry out research on ginger quality and safety production technology, to provide a technical platform for safe production, and to strengthen the supervision of agricultural inputs and agricultural products market. It provides a good market environment for farmers' production, strengthens the supervision and support of the government to ensure the quality and safety of ginger, and creates a good policy environment.
