农地治理由“分”到“统”的转型之路

【摘要】：我国农地分散式治理,在一定程度上激发了农村生产经营主体的积极性,但由于未能充分考虑统分结合而缺乏科学的战略、合理的制度、必要的保障。要有效推进农地分散式治理向统筹治理转型,就应坚持顶层设计与基层设计共抓,强化农地治理的制度建设,明晰各农地治理主体的行为界线,建立和完善农地治理的监督管理机制。
[Abstract]:The decentralized governance of agricultural land in our country has stimulated the enthusiasm of the main body of rural production and management to a certain extent, but the lack of scientific strategy, reasonable system and necessary guarantee due to the failure to fully consider the combination of unification and division. In order to effectively promote the transformation of decentralized management of agricultural land to overall management, we should insist on the top level design and basic level design, strengthen the system construction of farmland governance, and clarify the behavior boundaries of the main bodies of agricultural land governance. Establish and perfect the supervision and management mechanism of farmland management.
