平潭综合实验区土地出让格局时空变化研究

【摘要】:土地"招拍挂"出让是城市经营性土地的主要出让方式,也是规范土地市场秩序、促进市场公开交易的重要制度。本文以平潭岛为例,基于土地市场、土地招拍挂出让等的理论研究,应用对比分析法和空间分析法,从时间和空间两个角度分析平潭岛土地出让的演变格局,探讨不同用途土地出让格局的影响机制,进而提出优化土地出让格局的建议。本文的主要研究结果如下:(1)2008-2015年平潭岛土地招拍挂出让总量呈波动式变化,出让面积与出让金额的变化趋势基本一致,出让金额的波动程度相对小于出让面积。在土地用途的结构上,8年累计出让面积最多的为商服用地,出让面积为259.431公顷,累计出让金最多的为居住用地,出让金额为40.517亿元。面积比重上,居住用地出让比例呈倒U型变化趋势,商服用地比例呈增长趋势,工业用地比例则呈递减趋势。(2)不同用途的土地出让时间变化分析结果表明:2008-2015年,居住用地的出让面积呈倒U型变化趋势,出让金额总体呈下降趋势,出让单价的变化可分为2008-2010年、2011-2015年两个阶段,前期出让单价整体高于后期;商服用地的出让面积逐年递增,出让金额呈上升与下降交替的变化趋势,出让单价呈M型的变化特征;工业用地出让面积亦呈M型变化趋势,出让金额与出让单价的波动幅度均较大,年代规律性不明显。(3)不同用途的土地出让空间变化分析结果表明:2008-2015年,居住用地出让项目主要位于主岛中部偏西,出让价格最高值位于海坛湾,以此地为中心往金井湾方向价格逐渐降低;商服用地的空间分布较为分散,出让价格以县城中心最高往外逐渐减低,牛眠山、中原组团附近的出让价格较低;工业用地出让项目主要分布在主岛的中部,金井湾大道、万宝路、澳前路沿线,土地出让价格以中低价格为主,主岛西部的工业用地出让价格低于东部的土地出让价格。(4)平潭岛土地出让格局的影响因素分析结果表明:城市的功能布局规划对于土地出让的空间位置的作用较大,而实验区的相关优惠政策对商服用地和工业用地的出让价格的影响较为明显,交通便利度、基础设施建设、距离市中心的距离等区位因素对每一用途的土地出让格局均有影响,但因土地用途的差异其作用机制也不同。以上研究结果表明,平潭岛土地出让格局的影响因素主要包括城市规划、土地政策和区位条件。最后,本文从用地结构空间布局、基础设施建设、土地出让模式三个方面提出了优化平潭岛土地出让格局的决策建议。
[Abstract]:Land transfer is the main mode of urban land management, and it is also an important system to regulate the order of land market and to promote the open trading of the market. This paper takes Pingtan Island as an example, based on the theoretical research of land market, land auction and sale, applies comparative analysis method and spatial analysis method to analyze the evolvement pattern of land transfer in Pingtan Island from two angles of time and space. This paper discusses the influence mechanism of land transfer pattern for different uses, and then puts forward some suggestions for optimizing land transfer pattern. The main research results of this paper are as follows: the total amount of land transfer in Pingtan Island from 2008 to 2015 shows a fluctuating change. The change trend between the transfer area and the transfer amount is basically the same, and the fluctuation degree of the transfer amount is relatively smaller than that of the transfer area. In terms of the structure of land use, the largest amount of land sold in 8 years is commercial land, with an area of 259.431 hectares and a maximum amount of land for residential use, amounting to 4.0517 billion yuan. In terms of area proportion, the proportion of residential land transfer shows a trend of inverted U-type, the proportion of commercial land is increasing, and the proportion of industrial land is decreasing. (2) the results of analysis on the time variation of land transfer for different uses show that the proportion of commercial land is different from 2008 to 2015, while the proportion of commercial land is increasing, and the proportion of industrial land is decreasing. The transfer area of residential land shows a trend of inverted U-shaped change, and the amount of transfer is in general decreasing. The change of unit price can be divided into two stages from 2008-2010 to 2011-2015, the unit price in the early stage is higher than that in the later period, and the area of commercial use land is increasing year by year. The amount of transfer is alternately rising and decreasing, the unit price of transfer is M type, the area of industrial land transfer is also M type, and the amount of transfer and the unit price of transfer are all fluctuating greatly. The results of spatial change analysis of land transfer for different uses show that the residential land transfer project was mainly located in the west of the central part of the main island from 2008 to 2015, and the highest value of the transfer price was in Haitan Bay. The price of this place to Jinjing Bay was gradually reduced, the spatial distribution of the place of commercial use was more scattered, the selling price was the highest in the center of the county town, and the selling price of Niu Miu Shan and the Central Plains regiment was lower. Industrial land transfer projects are mainly distributed in the central part of the main island, Jinjing Bay Avenue, Marlboro Road, and along the front road of Australia. The land transfer prices are mainly at low and medium prices. The analysis of the influencing factors of the pattern of land transfer in Pingtan Island shows that the function layout of the city plays an important role in the spatial position of the land transfer. And the relative preferential policies of the experimental area have obvious influence on the selling price of commercial and industrial land. The location factors such as transportation convenience, infrastructure construction, distance from the city center and so on have influence on the land transfer pattern for each use. But its action mechanism is also different because of the difference of land use. The results show that the influencing factors of land transfer pattern in Pingtan Island include urban planning, land policy and location conditions. Finally, this paper puts forward the decision suggestions of optimizing the land transfer pattern of Pingtan Island from three aspects: spatial layout of land structure, infrastructure construction and land transfer mode.
