广东省水产品质量安全“两段式”监管体系建设研究

【摘要】：食品是人类生存和发展的物质保障,食品安全水平不但影响着人民的身体健康和生命安全,更影响着一个国家稳定和团结,同时也是政府行政监管水平的重要体现。近些年来,食品安全事件频发并带来了严重的后果,使人们更加重视食品安全问题,水产品作为人们主要的食品之一,其质量安全问题也引起了人们的重视。在这种大环境下,各级政府必须不断加强对水产品质量安全监管力度,不断改进方式方法,使得水产品质量安全监管工作适应新的形势。广东省是水产品生产和出口大省,广东的水产品质量安全关乎国际声誉,影响力大,监管工作责任重大。因此,研究广东省的水产品质量安全监管体系,具有重要的现实意义。本论文通过对广东省水产品质量安全“两段式”监管体系进行研究,分析广东省水产品质量安全“两段式”监管体系的现状、取得的成绩,并对存在问题的原因进行分析,最后得出优化该监管体系的建议。全文共分为六个部分。第一部分描述了研究广东省水产品质量安全“两段式”监管体系建设内容的重要意义,整合国内外相关研究综述,并对文章的研究方法、研究内容和技术路线进行简要说明。第二部分对相关概念和理论基础进行了界定。第三部分介绍了广东省水产品质量安全监管体系中“多部门分段式”和“两段式”监管阶段的发展历程,重点分析了水产品质量安全“多部门分段式”监管体系的弊端,及“两段式”监管体系的发展及取得的成绩。第四部分论述了广东省水产品质量安全“两段式”监管存在的问题,并深入分析其原因。第五部分主要介绍了国内外部分国家或地区在水产品质量安全监管方面的先进经验并进行借鉴。第六部分提出了优化广东省水产品质量安全“两段式”监管体系的对策建议。通过对广东省水产品质量安全“两段式”监管体系中尚存的问题及其原因进行分析,吸取发达国家或地区的先进经验,研究提出优化广东省水产品质量安全“两段式”监管体系的建议,为提高广东省水产品的质量安全水平尽一份绵薄之力。
[Abstract]:Food is the material guarantee for human survival and development. Food safety level not only affects the health and safety of the people, but also affects the stability and unity of a country, and it is also an important embodiment of the level of government administration and supervision. In recent years, food safety incidents occur frequently and bring serious consequences, which make people pay more attention to food safety issues. Aquatic products as one of the main food, its quality and safety issues have also attracted people's attention. In this environment, governments at all levels must constantly strengthen the quality and safety supervision of aquatic products, and constantly improve the ways and methods to make the quality and safety supervision of aquatic products adapt to the new situation. Guangdong Province is a big province of aquatic products production and export. The quality and safety of aquatic products in Guangdong province is related to the international reputation. Therefore, it is of great practical significance to study the quality and safety supervision system of aquatic products in Guangdong Province. Through the study of the "two-stage" supervision system of aquatic product quality and safety in Guangdong Province, this paper analyzes the present situation and achievements of the "two-stage" supervision system of aquatic product quality and safety in Guangdong Province, and analyzes the causes of the problems. Finally, the suggestion of optimizing the supervision system is given. The full text is divided into six parts. The first part describes the significance of studying the construction content of "two-stage" supervision system of aquatic product quality and safety in Guangdong Province, integrates the domestic and foreign related research review, and briefly explains the research method, research content and technical route of the article. The second part defines the related concepts and theoretical basis. The third part introduces the development process of "multi-sector divided" and "two-stage" supervision in the supervision system of aquatic product quality and safety in Guangdong Province, and analyzes the disadvantages of the "multi-sector segmented" supervision system of aquatic product quality and safety. And the development and achievements of the two-paragraph regulatory system. The fourth part discusses the problems existing in the "two-stage" supervision of aquatic product quality and safety in Guangdong Province, and analyzes its causes. The fifth part mainly introduces the advanced experience of aquatic product quality and safety supervision in some countries and regions at home and abroad. The sixth part puts forward countermeasures and suggestions to optimize the "two-stage" supervision system of aquatic product quality and safety in Guangdong Province. By analyzing the remaining problems and their causes in the "two-stage" supervision system of aquatic product quality and safety in Guangdong Province, we can draw on the advanced experience of developed countries or regions. The paper puts forward the suggestion of optimizing the "two-stage" supervision system of aquatic product quality and safety in Guangdong Province so as to improve the quality and safety level of aquatic products in Guangdong Province.
