【摘要】：论文基于对昆山市土地利用规划实施保障措施研究的理论与实践基础上,以江苏省昆山市土地利用总体规划的实施保障措施为研究对象,结合资料收集与昆山市实地调研情况,吸收国内外成功经验,对昆山市土地利用总体规划实施保障措施进行研究和探讨,并提出了改进的相关对策和建议。本论文分为六个部分:第一部分为绪论。介绍了本文的研究背景、选题依据及研究目的、研究内容与思路,并综述了欧美国家土地利用规划实施保障机制的研究和分析,国内土地利用规划实施保障体制的研究和探索。第二部分为上轮土地利用规划实施保障措施的分析,介绍了上轮土地利用规划实施措施的执行情况、上轮规划主要保障措施运行绩效和规划管理保障措施的不足之处。第三部分为本轮规划实施保障措施研究的关键理论。阐述了区域规划实施机制理论、城市规划实施机制理论、动态规划实施机制理论。第四部分为国外、国内土地利用规划保障机制的借鉴。介绍了国外土地利用规划实施机制和国内土地利用规划实施机制。第五部分为土地利用规划实施保障措施创新。主要介绍了规划修编的基本理念,完善规划实施保障措施的要求和方向。第六部分为研究主要结论与探讨。重点介绍了土地利用规划实施保障措施研究的主要结论和问题探讨。
[Abstract]:Based on the theory and practice of the implementation of land use planning in Kunshan City, this paper takes the implementation of the overall land use plan of Kunshan City, Jiangsu Province, as the research object, and combines the data collection and the field investigation in Kunshan City. Based on the successful experience at home and abroad, this paper studies and probes into the measures to guarantee the implementation of the overall plan of land use in Kunshan City, and puts forward some relevant countermeasures and suggestions for improvement. This paper is divided into six parts: the first part is the introduction. This paper introduces the research background, the basis and the purpose, the contents and ideas of the research, and summarizes the research and analysis of the land use planning implementation security mechanism in Europe and the United States, and the research and exploration of the domestic land use planning implementation security system. The second part is the analysis of the implementation measures of the last round of land use planning, including the implementation of the last round of land use planning, the performance of the main safeguard measures and the deficiencies of the planning management guarantee measures. The third part is the key theory of implementing safeguard measures in this round of planning. Regional planning implementation mechanism theory, urban planning implementation mechanism theory, dynamic planning implementation mechanism theory. The fourth part is the reference of the foreign and domestic land use planning guarantee mechanism. This paper introduces the implementation mechanism of foreign land use planning and domestic land use planning. The fifth part is land use planning implementation safeguard measure innovation. This paper mainly introduces the basic idea of planning revision and the requirement and direction of perfecting planning implementation guarantee measures. The sixth part is the main conclusion and discussion. The main conclusions and problems of the research on the implementation of land use planning are introduced.
