大理白族自治州扶贫开发机制与路径研究

【摘要】：减少和消除贫困是人类发展过程中的一个世界性的难题,做好扶贫开发对于促进社会稳定、协调发展具有重要作用。新中国成立以来,特别是改革开放以来,消除贫困成为党和政府始终追求的奋斗目标。目前,我国扶贫开发已经取得了举世瞩目的辉煌成就,贫困地区面貌发生巨大变化,为我国经济社会发展、民族团结进步、边疆稳定和谐发挥了重要作用。同时,我们更要清醒看到,我国扶贫开发任务依然十分艰巨而繁重。“十三五”期间是全面建成小康社会的决胜阶段,也是脱贫攻坚的冲刺时期。由于自然和历史等诸多因素的制约,少数民族地区几乎成了贫困地区的代名词。近年来,虽然少数民族地区基础设施、社会事业得到了全面加强和改善,但是受自然灾害、发展不平衡等因素影响,少数民族地区扶贫开发任务依然十分艰巨,返贫压力仍然较大。少数民族贫困问题已经成为我国贫困问题的的核心,少数民族地区的扶贫开发也将成为新时期我国扶贫开发工作的重点和难点。因此,少数民族地区的扶贫开发与脱贫攻坚备受各级政府的高度重视,同时也是学界研究的热点问题之一。大理白族自治州(简称“大理州”)作为云南省集“老、少、边、穷”为一体的贫困地区,是云南省滇西边境片区脱贫攻坚的主战场之一。近年来,大理州通过金融扶贫、产业扶贫与社会参与等举措,在完善扶贫开发的实践上取得了较为显著的成绩。深入扎实推进大理州扶贫开发,对于全力促进云南省脱贫攻坚,与全国同步全面建成小康社会具有重要意义。本文将大理州为调研对象,通过田野调查和实证分析,围绕大理州扶贫开发机制的相关问题进行了较为系统的研究与探讨。首先,从贫困类型、贫困特征、扶贫开发机制、扶贫开发路径等方面分析梳理了大理州的贫困现状和相关的扶贫实践,并对大理州扶贫开发的实践情况进行客观评价。其次,对大理州扶贫开发机制进行综合评估,深入分析了大理州在扶贫开发过程中存在的矛盾、问题与不足。最后,基于对大理州扶贫开发机制的典型案例分析,提出了完善大理州扶贫开发机制的基本路径。以期为完善少数民族地区扶贫开发机制,消除少数民族地区贫困,实现共同富裕,从而实现各民族的共同繁荣提供借鉴和参考。
[Abstract]:Reducing and eliminating poverty is a worldwide problem in the process of human development. It plays an important role in promoting social stability and coordinating development. Since the founding of the people's Republic of China, especially since the reform and opening up, poverty eradication has always been the goal pursued by the Party and the government. At present, China's poverty alleviation and development has made brilliant achievements that have attracted worldwide attention, and the appearance of the poverty-stricken areas has undergone tremendous changes, which has played an important role in the economic and social development of our country, national unity and progress, and border stability and harmony. At the same time, we should also soberly see that the task of poverty alleviation and development in China is still very arduous and arduous. The 13th five-year-plan period is the decisive stage of building a well-off society in an all-round way, and also the sprint period of overcoming poverty. Because of the restriction of nature and history, minority areas have almost become synonyms of poor areas. In recent years, although the infrastructure and social undertakings in ethnic minority areas have been comprehensively strengthened and improved, the task of poverty alleviation and development in ethnic minority areas is still very arduous because of natural disasters, uneven development, and other factors. The pressure to return to poverty is still high. The problem of minority poverty has become the core of the poverty problem in our country, and the poverty alleviation and development in minority areas will also become the focal point and difficulty in the work of poverty alleviation and development in China in the new period. Therefore, poverty alleviation, development and poverty alleviation in minority areas are highly valued by governments at all levels, and are also one of the hot issues in academic research. Dali Bai Autonomous Prefecture (Dali for short) is one of the main battlefields in Yunnan Province. In recent years, Dali Prefecture has made remarkable achievements in the practice of improving poverty alleviation and development through such measures as financial poverty alleviation, industrial poverty alleviation and social participation. It is of great significance to push forward the poverty alleviation and development of Dali prefecture in depth and in a down-to-earth manner in order to push Yunnan Province out of poverty and tackle the key problems and build a well-off society in an all-round way with the This paper takes Dali Prefecture as the research object, through field investigation and empirical analysis, carries on the relatively systematic research and the discussion around the Dali Prefecture poverty alleviation development mechanism correlation question. First of all, from the poverty type, poverty characteristics, poverty alleviation development mechanism, poverty alleviation development path and other aspects of the analysis of poverty in Dali Prefecture and related poverty alleviation practice, and objective evaluation of the practice of poverty alleviation and development in Dali Prefecture. Secondly, the mechanism of poverty alleviation and development in Dali prefecture is comprehensively evaluated, and the contradictions, problems and deficiencies in the process of poverty alleviation and development in Dali prefecture are deeply analyzed. Finally, based on the typical case analysis of the mechanism of poverty alleviation and development in Dali prefecture, the paper puts forward the basic path to perfect the mechanism of poverty alleviation and development in Dali prefecture. The aim is to provide reference and reference for perfecting the mechanism of poverty alleviation and development in minority areas, eliminating poverty in minority areas, realizing common prosperity and realizing the common prosperity of all ethnic groups.
