盘锦市农民专业合作社发展的SWOT分析及对策研究

【摘要】:我国作为人口众多的农业大国,“三农”问题历来是我国经济社会发展全局关注的重大问题。农民专业合作社近些年在我国发展迅速,同时已被大量的实践证明,发展农民专业合作组织是解决“三农”问题的有效途径之一。作为农业产业特色突出的盘锦市,“十一五”以来非常重视本地区农民专业合作社的发展,并在十三五规划期,将其作为新常态下加快农业现代建设的重要手段之一。论文立足于新时期、新常态下农村经济社会发展规律,对盘锦市农民专业合作社发展的内部优势与劣势、外部面临的机遇与挑战等问题进行了深入探讨,以查找制约盘锦市农民合作社发展的关键环节,梳理问题、发掘原因,为进一步提高盘锦市农民生产的组织化程度,助推农业增效、农民增收,加快农业现代化建设提供有益的借鉴。首先,回顾了盘锦市农民专业合作社的发展历程,对其呈现出的数量快速攀升、办社质量显著提高、领办主体日趋多元、辐射范围日趋扩大以及经营范围日趋多样的特点等一系列发展情况进行了分析,探讨了现阶段盘锦市农民专业合作社的主要模式,即能人(大户)带动型、龙头企业拉动型、村两委(村干部)带领型、涉农单位服务带动型和联合社带动型五种类型的主要特点。其次,利用SWOT态势分析法对盘锦市农民专业合作社发展的现状进行了分析,其优势主要表现在农业区位优越、自然资源丰富、农业产业基础雄厚、政府扶持有力;其劣势在于合作社规模普遍偏小、内部管理不规范、缺乏管理人才、经营活动领域空间仍需拓展、品牌意识不足、金融支持乏力等;其发展的机遇在于辽宁沿海经济带上升为国家战略,“新一轮东北老工业基地振兴、一带一路、京津冀协同发展”等国家战略的深入实施,同时,农产品市场贸易加速向自由化和开放化方向过渡,为农民专业合作社的发展提供了广阔的空间。其面临的挑战主要在于相关优惠政策落而不实、农企间利益联结机制不完善,农产品市场竞争日益激烈等。最后,基于上述的研究结论,建议采取加大宣传力度,发展“互联网+农民专业合作社”模式;完善合作社内部运行机制,促进农民专业合作社的规范发展;鼓励农民专业合作社大力发展认养农业,拓宽服务领域;创建区域农产品品牌,加大农民专业合作社品牌建设力度;创新金融服务,拓宽农民专业合作社的融资渠道;以培养农民专业合作带头人为主,强化农村实用人才的支撑作用;扩大经营活动范围,充分发挥促进一二三产融合发展的纽带作用等方面措施,加速推进盘锦市农民专业合作社的发展。
[Abstract]:As a large agricultural country with a large population, the issue of agriculture, rural areas and farmers has always been a major concern in the overall economic and social development of our country. Farmers' specialized cooperatives have developed rapidly in China in recent years, and have been proved by a large number of practices. The development of farmers' professional cooperative organizations is one of the effective ways to solve the "three rural" problems. Panjin City, which has outstanding agricultural industry characteristics, has attached great importance to the development of farmers' specialized cooperatives in this area since the 11th Five-Year Plan, and regarded it as one of the important means of speeding up the construction of modern agriculture under the new normal in the planning period of the 13th Five-Year Plan. Based on the new era and the law of rural economic and social development under the new normal, the paper probes into the internal advantages and disadvantages of the development of professional cooperatives of farmers in Panjin, the opportunities and challenges facing the outside, and so on. In order to find the key links that restrict the development of farmers' cooperatives in Panjin City, sort out the problems and explore the reasons, in order to further improve the organizational degree of farmers' production in Panjin City, promote agricultural efficiency and increase farmers' income, Speed up the modernization of agriculture to provide useful reference. First of all, it reviews the development course of the farmers' professional cooperative in Panjin city, and presents a rapid increase in the number, remarkable improvement in the quality of the cooperative management, and increasing diversity of the leading body. In this paper, a series of development conditions, such as the expanding of radiation range and the increasing diversity of management scope, are analyzed, and the main modes of professional cooperative of farmers in Panjin are discussed, that is, the leading enterprises, the active type, the capable people (large households), the leading enterprises, and so on. Two village committee (village cadre) leading type, concerned agriculture unit service initiative type and United commune initiative type five kinds of main characteristic. Secondly, using SWOT situation analysis method to analyze the current situation of the development of professional cooperatives of farmers in Panjin City, its advantages are mainly reflected in the superior agricultural location, rich natural resources, strong agricultural industry foundation, strong government support; The disadvantages are that the scale of cooperatives is generally small, the internal management is not standardized, the lack of management talent, the scope of business activities still needs to be expanded, brand awareness is insufficient, financial support is weak, and so on; The opportunity for its development lies in the promotion of the coastal economic belt of Liaoning into a national strategy, the in-depth implementation of such national strategies as "a new round of revitalization of the old northeast industrial base, Belt and Road, and coordinated development between Beijing, Tianjin and Hebei", and at the same time, The agricultural products market trade accelerates to the liberalization and the opening direction transition, has provided the broad space for the farmer specialized cooperative development. The challenges it faces mainly lie in the fall and unreality of the relevant preferential policies, the imperfect interest linkage mechanism between the agriculture and enterprises, the increasingly fierce competition in the agricultural products market, and so on. Finally, based on the above research conclusions, it is suggested that we should strengthen propaganda, develop the mode of "Internet farmers' professional cooperatives", perfect the internal operating mechanism of cooperatives, and promote the normative development of farmers' professional cooperatives. To encourage farmers' specialized cooperatives to vigorously develop adoptive agriculture and broaden service fields; to establish regional agricultural product brands and strengthen the construction of farmers' professional cooperative brands; to innovate financial services and broaden the financing channels of farmers' specialized cooperatives; Such measures as training farmers' professional cooperation leaders, strengthening the supporting role of rural practical talents, expanding the scope of business activities, and giving full play to the role of a link to promote the integration and development of the first, second, third and third industries, and so on, Speed up the development of professional cooperatives for farmers in Panjin.
