农户宅基地退出意愿研究——基于宅基地不同持有情况的实证研究

【摘要】：针对城乡建设用地"双增"趋势对资源利用与耕地保护的挑战,从宅基地功能角度出发对农户的宅基地退出意愿进行探讨。研究结果表明,在当前阶段宅基地承载着生活居住、风险保障、归属承继、支持生产、情感寄托及资本化等多重功能。由于持有宅基地的情形存在差异,宅基地在各种类型农户家庭中所发挥的功能也因此各有不同,进而形成对农户宅基地退出意愿的差异化影响,因此,倡导宅基地退出需针对不同持有情况区别对待。从影响农户退出意愿的主要因素来看,安居工程、风险保障和资金补偿是构建宅基地退出补偿机制需考虑的重点问题,其中如何确保农户的土地承包权益不受宅基地退出的影响、解决"两栖"家庭的养老问题、构建可进可退的灵活城镇化路径是破解宅基地低效率使用难题的关键。
[Abstract]:In view of the challenge of "double increase" trend of urban and rural construction land to resource utilization and cultivated land protection, this paper discusses the farmers' willingness to withdraw from the homestead from the point of view of homestead function. The results show that the homestead has many functions such as living, risk protection, inheritance, production support, emotional sustenance and capitalization. Because of the difference in the situation of holding homestead, the function of homestead in various types of peasant households is different, and then the different influence on the homestead withdrawal will be formed. To advocate homestead withdrawal needs to be treated differently according to different holding situation. From the view of the main factors that affect the farmers' willingness to withdraw, housing projects, risk protection and capital compensation are the key issues to be considered in the construction of the homestead withdrawal compensation mechanism. Among them, how to ensure the farmers' land contract rights and interests are not affected by the homestead withdrawal, solve the "amphibious" family pension problem, build a flexible urbanization path that can enter and retreat is the key to solve the problem of low efficiency of homestead use.
