青岛农村医养结合养老服务模式推广研究

【摘要】：近年来,青岛农村经济不断快速发展,经济和社会结构发生了巨大的变化,农村地区新型社会养老保障体系已建立并逐步发展。但随着计划生育政策的实施和城市化进程的加速,城市崛起的同时也出现了一系列的社会问题,其中养老问题是涉及到每个人的不可避免的问题。在当前日益严峻的老龄化形势下,解决农村老人的养老护理问题,已成为当务之急。在农村推进医养结合养老服务模式的推广实施,既能解决农村老人的养老问题,又可以加快社会主义新农村的建设步伐,推进全面小康社会的建设进程。本文从青岛市的实际出发,通过充分的调查研究和走访,对于青岛市农村医养结合养老服务模式实施状况进行深入分析,研究其建立背景及发展历程,发现其面临的问题和困境,并借鉴国内外其他地区在推进农村医养结合养老模式中的经验做法,以青岛实际情况为基础,提出解决对策,以促进农村医养结合养老服务模式的发展,满足农村老年人的养老护理需求,改善其生活质量。目前医养结合养老模式的实践主要在城市地区开展,相关的理论研究也主要是基于城市地区的实践活动而建立的。虽然现在在农村地区并不具备大规模推广这种养老模式的条件和基础,但根据实地情况在农村地区适度推广这种模式也十分必要。大部分人不喜欢在养老机构养老,除了考虑到资金之外,还有不了解医养结合养老服务模式,存有很多顾虑。要解决这一问题,需要多方协调配合。首先政府要积极进行政策调整和加大财政支持,明确责任,做好宏观调控,更要加强养老保障法制建设,加强监管,保证与农村医养结合相关的各项制度有法可依。其次,要不断创新养老护理服务模式,加快发展养老服务业。最后,要加大宣传力度,强化人们的医养结合养老意识,使人们从思想上重视养老护理问题等。
[Abstract]:In recent years, with the rapid development of rural economy in Qingdao, great changes have taken place in economic and social structure, and a new social old-age security system has been established and developed gradually in rural areas. However, with the implementation of the family planning policy and the acceleration of urbanization, a series of social problems have emerged in the rise of cities, among which the problem of old-age support is an inevitable problem involving everyone. Under the increasingly severe aging situation, it has become an urgent task to solve the problem of old-age care for the elderly in rural areas. To promote the promotion and implementation of the mode of medical care combined with old-age service in rural areas can not only solve the problem of providing for the aged in rural areas, but also accelerate the pace of building a new socialist countryside and promote the process of building a well-off society in an all-round way. Based on the actual situation of Qingdao, this paper makes a thorough analysis of the implementation of the rural medical and nursing combined old-age service model in Qingdao through full investigation and study, and studies its background and development course. This paper finds out the problems and difficulties it faces, and draws lessons from the experience of other regions at home and abroad in promoting the pattern of rural medical care and supporting for the aged, based on the actual situation of Qingdao, and puts forward some countermeasures to solve the problem. In order to promote the development of rural health care combined with old-age service, to meet the needs of the elderly in rural areas, improve their quality of life. At present, the practice of the combination of medical care and supporting for the aged is mainly carried out in urban areas, and the related theoretical research is mainly based on the practical activities in urban areas. Although there are no conditions and bases for large-scale popularization of this model in rural areas, it is necessary to spread it in rural areas according to the actual situation. Most people do not like the old-age care institutions, in addition to considering the funds, but also do not understand the health care combined with pension service model, there are a lot of concerns. To solve this problem, it is necessary to coordinate with each other. First of all, the government should actively carry out policy adjustment and increase financial support, clear responsibility, do a good job of macro-control, but also strengthen the legal construction of old-age security, strengthen supervision, and ensure that there are laws and regulations related to the combination of medical and nursing in rural areas. Secondly, we should constantly innovate the mode of old-age care service and accelerate the development of pension service industry. Finally, it is necessary to strengthen propaganda, strengthen people's consciousness of combining medical care with nursing care, and make people attach importance to the problem of old-age nursing.
