森林资源型经济转型中的社会福利损失:特征、内容及出路

【摘要】：森林资源型经济转型是在国有林业经济领域应对中国全面深化改革要求的深刻实践,而转型期间产生的社会福利损失则是资源型经济"改革之殇"的具体体现,具有政策性、周期性和阶段性、广泛性、相对性等本质特征。经济转型中的福利损失包括传统森工企业承受的生存困境及不断弱化的企业贡献力(经济贡献力、资源管护力、生态服务力)、林业职工生计的每况愈下、林区福利体系的碎裂化及其应对国家生态战略需求的妥协性和政策依赖性、国有林区社会认同危机以及国有森工企业的群体价值威胁等。只有通过转变观念,加深认识,以包容性增长理念统筹兼顾经济转型与社会福利建设,才能在分别实现以产业多元化破解资源型经济转型、以供给与保障多元化减小社会福利损失的前提下确保森林资源型经济转型和林区社会福利体系建设的协调与统一。
[Abstract]:The transformation of forest resource-based economy is a profound practice in the field of state-owned forestry economy to meet the requirements of China's comprehensive deepening of reform, and the social welfare losses arising from the transformation period are the concrete embodiment of the "war of reform" of the resource-based economy, and it is policy-oriented. Periodicity and phase, universality, relativity and other essential characteristics. The welfare losses in the economic transformation include the plight of the traditional forest industry enterprises and the weakening contribution of the enterprises (economic contribution, resource management, ecological service), and the deterioration of forestry workers' livelihood. The fragmentation of forest welfare system and its compromise and policy dependence in response to the demands of national ecological strategy, the crisis of social identity in state-owned forest regions and the threat of group value of state-owned forest industry enterprises. Only by changing ideas, deepening understanding and taking into account the economic transformation and social welfare construction with the concept of inclusive growth can we realize the transformation of resource-based economy with industrial diversification separately. Under the premise of reducing the loss of social welfare by supply and security diversification, the coordination and unification of forest resource-type economic transformation and the construction of forest social welfare system are ensured.
