农村“三变”改革目标、问题与难点突破

【摘要】：农村"三变"改革是我国农村历次改革的升华,体现了改革与制度建设同进,确保农民享受改革成果的目标。下一步还需进一步突破难点,把控风险,坚持依法推进,注重契约精神和制度建设。一方面,在制定实施方案、资产确权、股权评估、交易、流通等过程中做到有法有据;另一方面,明确"三变"改革中政策制度建设的法制路径。通过制度建设体现农民集体组织共同利益基础上的民主协商精神,克服村级议事会存在的有形无实、代表性不够、机制不健全、群众反映不佳等问题,形成有效传达最基层群众意愿的通道,保障村集体成员的话语权和收益权。
[Abstract]:The reform of "three changes" in rural areas is the sublimation of our country's rural reform, which embodies the goal of reform and system construction to ensure the peasants to enjoy the results of the reform. The next step is to further break through the difficulties, carry out the risk control, insist on the promotion of the law, pay attention to the contract spirit and system construction. On the one hand, the implementation plan, the right of assets, equity assessment, and the exchange of stock are made. On the other hand, the legal path of policy system construction in the "three changes" reform is clearly defined. Through the system construction, the Democratic consultative spirit on the basis of the common interests of the farmers' collective organizations is reflected, and the problems of the village level Council are overcome, such as the tangible and unrepresentative, the imperfect mechanism, the poor mass, and so on. We should form an effective channel to convey the wishes of the masses at the grassroots level so as to protect the right to speak and gain the rights of the collective members of the village.
