“内外融合”:精准扶贫机制的发展转型与完善路径

【摘要】：外源推动和内源发展是脱贫攻坚中重要机制,但需要对二者概念和各自功能作用进行重新反思,论文对此进行了探讨,进而通过对精准扶贫机制创新的系统梳理发现,精准扶贫强力推动以来,我国扶贫开发机制的总体特征是外源巨力推动下内源发展,外源推动占据重要地位,内源发展相对较弱但逐步显现,未来将必然呈现"内外融合"创新趋势。而这种机制完善创新效果和程度,则取决于外源推动的可持续能力、外源推动的供给侧结构性改革、贫困社区的内源发展能力、外源推动和内源发展的技术手段与实施策略等四个约束条件,由此论文提出了完善精准扶贫机制的几点建议。
[Abstract]:The extraneous promotion and endogenous development are the important mechanism of poverty alleviation, but it is necessary to rethink the two concepts and their respective functions and functions. The paper has discussed it, and then through the systematic combing of the innovation of the precision poverty alleviation mechanism, the overall feature of the poverty alleviation and development mechanism in China is the extrinsic Force push. With the development of internal source, the external promotion occupies an important position, and the endogenous development is relatively weak but gradually appearing, and the future will inevitably present the innovation trend of "internal and external integration", and the improvement of the effect and degree of innovation depends on the sustainability of the exogenous impetus, the structural reform of the supply side driven by foreign sources, and the endogenous development ability of the poor communities. Four constraints, namely, external promotion and technological means and implementation strategy of endogenous development, are proposed.
