辽宁省首家市级农村综合产权交易市场建设的探索与思考

【摘要】：党的十八届三中全会明确提出了要建立农村产权流转交易市场,推动农村综合产权交易公开、公正、规范运行。2015年1月21日,铁岭市正式成立了农村综合产权交易服务中心,是辽宁省首家市级农交中心,为唤醒农村"沉睡资本",形成"交易-鉴证-抵押"的农村综合产权交易模式进行了实践探索。本调研报告通过实地走访、座谈研究等方式,理论联系实际,全面总结铁岭市农村综合产权交易市场建设初步成果,分析发展模式,研究存在问题,提出对策建议,以期对辽宁省农村综合产权交易市场健康发展有所启示。
[Abstract]:The third Plenary session of the 18th CPC Central Committee explicitly put forward the need to establish a market for the circulation of rural property rights, to promote the open, fair, and standardized operation of comprehensive property rights transactions in rural areas. On January 21, 2015, Tieling City officially established the Rural Integrated property Rights transaction Service Center. Liaoning Province is the first city-level agricultural exchange center, in order to awaken the rural "sleeping capital" and form a "transaction-authentication-mortgage" rural comprehensive property rights transaction model has been explored. This research report summarizes the preliminary achievements in the construction of the comprehensive property right market in Tieling City by means of field visit, discussion and research, combining theory with practice, analyzes the development model, studies the existing problems, and puts forward some countermeasures and suggestions. In order to Liaoning Province rural comprehensive property rights trading market healthy development has enlightenment.
