湖南省农业科技信息服务的现状与对策研究

【摘要】：农业科技信息服务是推进国民经济信息化的重要手段。大力推进农业科技信息服务,对加快建设农业现代化、提升我国农业的综合竞争实力、增强农民及时了解和掌握先进技术和最新市场信息的能力具有十分重要的作用；另一方面,推进农业科技信息服务,可以更好的服务三农,使农民就业、创业增收,提升维护自身权益的能力,使新农村建设得以更加科学、合理,使农业得以健康、持续、绿色发展,从而有助于推动经济社会良性互动、共同发展。湖南省是我国的农业大省,自古以来就享有“九州粮仓”、“湖广熟、天下足”的美誉。经过30多年的改革开放和不断发展,湖南省农业经济取得了一定的成绩。湖南省的农业科技信息服务建设和发展有了一定基础,农业科技信息服务初成体系,基础设施得到进一步加强,但是仍存在一些方面的不足,这是本文的研究重点。本论文针对湖南省不同领域、不同层次涉农人员主要分为三个主体：农业科研人员、农业科技信息基层推广人员以及普通农户,针对不同主体通过发放调查问卷及电话回访,分析了解不同主体对农业科技信息的需求差异、对资源获取的主要途径及遭遇的困难。通过对所收集信息的加工整理,得出目前湖南省农业科技信息服务的现状及存在的问题。在分析整理调查数据及阅读相关文献资料的基础上,分析得出湖南省农业科技信息服务存在问题的原因,对症下药,找到解决问题的根本对策,为湖南省农业科技信息服务的进一步发展提供政策依据。
[Abstract]:Agricultural science and technology information service is an important means to promote the informatization of national economy. To promote agricultural science and technology information service is very important for speeding up the construction of agricultural modernization, promoting the comprehensive competitive strength of agriculture in China, and enhancing farmers' ability to understand and master advanced technology and the latest market information in a timely manner. The agricultural science and technology information service can better serve the three rural areas, make the farmers get employment, increase their income, enhance their ability to maintain their own rights and interests, make the construction of the new countryside more scientific and reasonable, and make the agriculture healthy, sustainable and green, thus helping to promote the healthy interaction and common development of the economic society. Hunan province is a big agricultural province of our country, After more than 30 years of reform and opening up and continuous development, the agricultural economy of Hunan has made certain achievements. The construction and development of agricultural science and technology information service in Hunan province has a certain foundation, the agricultural technology and information service system, the basic facilities got into one. Step by step, but there are still some shortcomings, this is the focus of this paper. This paper is mainly divided into three main bodies: agricultural researchers, agricultural science and technology information grass-roots extension personnel and ordinary farmers in different fields of Hunan province. Analysis of the differences in the demand for agricultural science and technology information by different subjects, the main ways of obtaining the resources and the difficulties encountered. Through the processing and sorting of the collected information, the present situation and existing problems of the agricultural science and technology information service in Hunan province are obtained. On the basis of analyzing and sorting out the survey data and reading related documents, the paper analyzes and draws the conclusion. The reasons for the problems in the agricultural science and technology information service in Hunan Province, the remedy to the case, the basic countermeasures to solve the problem, and provide the policy basis for the further development of agricultural science and technology information service in Hunan province.
