大通湖水产养殖保险研究

【摘要】：改革开放后的三十多年里,我国的水产养殖行业经历了一轮飞速的增长。目前,我国已经成为最大的水产养殖国,水产养殖业产量已经占到了世界总产量的三分之二。发展过程中,涌现出不少发展迅速的水产养殖基地,例如湖南大通湖正在逐步发展成以龙头企业带动,初步形成集养殖、加工和休闲渔业为一体的系统养殖体系。水产养殖业在我国的居民生活中扮演着越来越重要的角色的同时,水产养殖行业的风险保障体系却还是处于十分落后的状态。与一些有成功经验的其它国家相比,例如美国、日本、英国等,我国在水产风险保障体系上是十分落后的。水产养殖行业作为高投入、高风险、高回报的行业,迫切需要水产养殖保险的保障。但是由于养殖行业风险的复杂性,水产养殖保险在实际推广时面临诸多问题需要解决。本文以湖南省大通湖区为研究对象,通过调查、分析、研究,提出了对于促进水产养殖保险发展的一些建议。大通湖区地处湘北洞庭湖北隅,历史以来就是长江中游南岸的重要养殖湖泊,是湖南省最大的养殖湖泊,具有丰富的自然资源与优越发展条件。本文剖析了水产养殖行业自身特点,结合国内外养殖保险发展经验,结合大通湖养殖户问卷调查结果,依据分析提出建议并论证。问卷调查显示,大通湖的水产养殖户教育程度偏低,年龄构成以中老年为主,相对缺乏中青年群体,生产效率相对低下,总体上缺乏现代渔业养殖技术和风险防范意识。并且绝大多数养殖者发生过养殖风险损失,从额度上看养殖风险损失对于养殖户是巨大的经济影响。本文基于大通湖水产保险现状进行了问题分析,并提出发展建议,我国应该尽快在推广政策性水产养殖保险试点,增加对水产保险的重视程度,增大扶持补贴力度,并加快建立完善水产养殖保险技术体系,并建立水产养殖巨灾制度作为补充。
[Abstract]:More than 30 years after the reform and opening up, China's aquaculture industry experienced a rapid growth. At present, China has become the largest aquaculture country, aquaculture production has accounted for 2/3 of the world's total output. In the process of development, many rapidly developing aquaculture bases have emerged. For example, Datong Lake in Hunan Province is gradually developed into a system of aquaculture system, which is driven by leading enterprises and which integrates aquaculture, processing and leisure fisheries. Aquaculture industry plays a more and more important role in the life of our country, but the risk guarantee system of aquaculture industry is still in a very backward state. Compared with other countries with successful experience, such as the United States, Japan, Britain and so on, our country is very backward in aquatic risk guarantee system. Aquaculture industry as a high-input, high-risk, high-return industry, the urgent need for aquaculture insurance protection. However, due to the complexity of risks in aquaculture industry, aquaculture insurance faces many problems to be solved. This paper takes Datong Lake District of Hunan Province as the research object, through investigation, analysis, research, puts forward some suggestions to promote the development of aquaculture insurance. Datong Lake District is located in the northern corner of Dongting Lake in Northern Hunan Province. It is an important breeding lake in the south bank of the middle reaches of the Yangtze River since history. It is the largest breeding lake in Hunan Province with abundant natural resources and superior development conditions. This paper analyzed the characteristics of aquaculture industry, combined with the development experience of domestic and foreign aquaculture insurance, combined with the questionnaire survey results of farmers in Datong Lake, put forward suggestions and demonstration according to the analysis. The questionnaire survey shows that aquaculture farmers in Datong Lake have low education level, middle and old age, relatively lack of young and middle-aged groups, relatively low production efficiency, lack of modern fishery farming techniques and awareness of risk prevention. And most of the breeders have lost the risk of aquaculture, from the perspective of the amount of risk loss of aquaculture is a huge economic impact on farmers. Based on the analysis of the current situation of fishery insurance in Datong Lake, this paper puts forward some suggestions for the development, that is, our country should try to popularize the policy aquaculture insurance as soon as possible, increase the degree of attention to the aquatic insurance, and increase the degree of support and subsidy. And accelerate the establishment of aquaculture insurance technology system, and the establishment of aquaculture catastrophe system as a supplement.
