促进黑龙江省现代农业发展的政策研究

【摘要】：我国当前的首要任务仍是解决“三农”问题,而科学完善的政策是实现以上目标的重要手段。与此同时随着工业化和城镇化的快速推进,发展现代农业、保障主要农产品基本供给、促进农业可持续发展的任务更加艰巨。作为我国的粮食主产区之一,黑龙江是我国重要的商品粮基地,肩负着我国国家粮食安全储备的重任,加快黑龙江省现代农业的发展对这一任务起着至关重要的作用,同时,实现黑龙江省现代农业的发展,也是提高黑龙江省农民生活水平的重要方法之一。分析和优化促进黑龙江省现代农业发展的政策,从而通过完善政策来实现黑龙江省现代农业转型升级,也是顺应形势变化和时代要求的必然选择,对促进黑龙江省现代农业发展具有重要的理论与实践意义。为更好促进黑龙江省现代农业发展的政策的优化研究,本文以政策干预理论、政策分析理论、农业发展阶段理论为基础,对现代农业的涵义和特征进行界定,并指出现代农业发展在政策环境、制度设计、支持目标等方面对政策支持的特殊要求。根据现有农业政策的具体内容,对黑龙江省促进现代农业发展的农业政策及政策实施现状进行梳理和分析,提出政策在促进黑龙江省现代农业发展存在政策体系不完善、政策目标不明确和政策执行不到位等问题,同时分析黑龙江省现代农业发展过程中问题的成因,即政策创新调整不及时、政策评估方法缺失、政策实施手段不健全。通过对现代农业较完善的发达国家及我国现代农业较发达的部分省市现代农业政策主要内容进行整理,结合黑龙江省的实际情况进行经验借鉴,提出优化现代农业政策体系、完善现代农业政策绩效评价方案、提高现代农业政策支持及监督力度这三点建议。
[Abstract]:The first task of our country is to solve the problem of "agriculture, countryside and farmers", and the scientific and perfect policy is the important means to achieve the above goal. At the same time, with the rapid development of industrialization and urbanization, the task of developing modern agriculture, ensuring the basic supply of main agricultural products and promoting the sustainable development of agriculture is more arduous. As one of the main grain producing areas in China, Heilongjiang is an important commodity grain base in our country, which shoulders the important task of national grain security reserve. Speeding up the development of modern agriculture in Heilongjiang Province plays a vital role in this task, at the same time, Realizing the development of modern agriculture in Heilongjiang Province is also one of the important methods to improve the living standard of farmers in Heilongjiang Province. It is also an inevitable choice to analyze and optimize the policies to promote the development of modern agriculture in Heilongjiang Province, so as to realize the transformation and upgrading of modern agriculture in Heilongjiang Province by perfecting the policies, which is also an inevitable choice to comply with the changing situation and the requirements of the times. It has important theoretical and practical significance to promote the development of modern agriculture in Heilongjiang Province. In order to better promote the policy optimization of the development of modern agriculture in Heilongjiang Province, this paper defines the meaning and characteristics of modern agriculture on the basis of the theory of policy intervention, the theory of policy analysis and the theory of stage of agricultural development. It also points out the special requirements of modern agricultural development in the aspects of policy environment, system design, support objectives and so on. According to the specific contents of the existing agricultural policies, this paper combs and analyzes the present situation of agricultural policies and policy implementation in Heilongjiang Province to promote the development of modern agriculture, and points out that the policy system is not perfect in promoting the development of modern agriculture in Heilongjiang Province. At the same time, this paper analyzes the causes of the problems in the process of modern agricultural development in Heilongjiang Province, that is, the adjustment of policy innovation is not timely, the method of policy evaluation is missing, and the means of policy implementation are not perfect. Through sorting out the main contents of modern agricultural policies in developed countries and parts of provinces and cities where modern agriculture is more developed, and combining with the actual situation of Heilongjiang Province, this paper proposes to optimize the modern agricultural policy system. It is suggested to improve the performance evaluation scheme of modern agricultural policy and improve the support and supervision of modern agricultural policy.
