农业补贴政策的区域效应及影响因素分析——以湖北省武汉、荆门、黄冈等典型主体功能区为实证

【摘要】：基于湖北省重点开发区、农产品主产区和生态功能区等不同类型主体功能区划的分析框架,以武汉、黄冈以及荆门等典型地区的6个乡镇42个行政村的518个农户为研究对象,分析不同主体功能类型区农业补贴政策的实施效应,并运用HLM模型进行分层并讨论其影响因素。研究表明:(1)农业补贴政策对农民种粮的积极性存在提升效用,但因农业补贴强化了农民的承包权意识,因而在农村土地流转市场尚未建立的情景下对农村土地流转存在着一定的抑制性。(2)村庄和农户个体两个层面均有指标对农业补贴实施效应存在着显著影响;在村庄层面,是否有公交对农户感知农业补贴的实施效果有着显著影响。在农户个体层面,村干部经历、自身自信程度、抵抗灾害能力、耕地块数、农业生产工具等对农业补贴的实施效应也有着显著影响。(3)不同主体功能区受访农民对农业补贴实施效果的评价存在着明显差异。农产品主产区农业生产所占收入比重较大,受访农民对政府农业补贴标准的敏感度较高,对农业补贴实施效应的评价略低于重点开发区和生态功能区的农民。
[Abstract]:Based on the analysis framework of different types of principal functional divisions in key development zones, major agricultural production areas and ecological functional areas in Hubei Province, 518 peasant households of 42 administrative villages in 6 villages and towns in typical areas such as Wuhan, Huanggang and Jingmen were taken as the research objects. The effect of agricultural subsidy policy in different functional areas is analyzed, and the HLM model is used to delaminate and discuss the influencing factors. The results show that: (1) the agricultural subsidy policy has the effect of improving the farmers' enthusiasm to grow grain, but because the agricultural subsidy strengthens the farmers' consciousness of contract right, Therefore, under the situation that the rural land transfer market has not yet been established, there is a certain inhibition to the rural land circulation. (2) there are significant effects on the implementation of agricultural subsidies at both the village and the individual level of the peasant household; at the village level, there are significant effects on the implementation of agricultural subsidies. Whether there is public transport has a significant effect on the implementation of farmers' perceived agricultural subsidies. At the individual level of farmers, the experience of village cadres, the degree of self-confidence, the ability to resist disasters, the amount of cultivated land, Agricultural production tools also have a significant impact on the implementation of agricultural subsidies. (3) there are significant differences in the evaluation of the effect of agricultural subsidies among the farmers surveyed in different main functional areas. Agricultural production accounts for a large proportion of income in the main agricultural production areas, and the farmers surveyed have a higher sensitivity to the standard of government agricultural subsidies, and the evaluation of the implementation effect of agricultural subsidies is slightly lower than that of the farmers in key development zones and ecological functional areas.
