基于比较优势的浙江省土地资源配置效益研究

【摘要】：运用比较优势原理对区域土地资源配置效益进行研究,发现依据比较优势原理配置土地资源,能够提高区域内土地利用的总体效率。实证中,以浙江省为样本,通过构建土地资源利用比较优势测度模型,进行区域用地比较优势分析,结果显示浙江东北、西南两大区域在建设、农业用地两方面利用效益差别较大,浙江现阶段在土地利用与配置上区域间比较优势体现不明显,导致整体利用效益不高。因此,建议在保持省内基本农田保护总量不变的前提下,统筹兼顾建设用地指标和农地保护指标,建立健全区域间农田利用"异地补偿"机制,提高资源配置效率,缓解当前经济社会发展和农地保护之间的矛盾。
[Abstract]:Using the principle of comparative advantage to study the benefit of regional land resource allocation, it is found that the allocation of land resources according to the principle of comparative advantage can improve the overall efficiency of land use in the region. In the empirical study, taking Zhejiang Province as a sample, through constructing a model to measure the comparative advantage of land use, the results show that the two regions of northeast and southwest of Zhejiang are under construction. There is a great difference in the utilization benefit between the two aspects of agricultural land use, but the comparative advantage between regions in land use and allocation in Zhejiang is not obvious at the present stage, which leads to the low overall utilization benefit. Therefore, it is suggested that, on the premise of keeping the total amount of basic farmland protection unchanged in the province, we should take into account the indexes of construction land and farmland protection, establish and improve the compensation mechanism of farmland utilization in different regions, and improve the efficiency of resource allocation.
