基隆渔业经营模式及其对舟山的启示

【摘要】：渔业是我国经济重要的组成部分,对我国的经济发展极为重要。改革开放以后,渔业得到了进一步的发展。渔业是舟山的支柱产业,但是目前舟山渔业经营存在一定的问题,传统渔业也面临着困境,这些问题导致渔民收入有所减少,要转变目前的经营状况必须实现渔业现代化。传统渔业向现代化渔业转变是渔业应对激烈的市场竞争的所必须完成的环节,而实现渔业现代化,必须采取适应未来经济发展的渔业经营模式,在此背景下,研究基隆的渔业经营模式,以此提出对舟山渔业经营模式的启示具有重要的现实意义。为了配合国家国民经济和社会发展第十二个五年规划纲要章,即国家“十二五”中提出的渔业发展目标,舟山也必须依靠科学的渔业经营模式以转变不适应未来经济发展的渔业经营模式。国家渔业发展的目标有以下几个:一是渔业安全生产在较高的水平上稳步提高,产业结构进一步优化;二是渔民收入持续较快增长;三是部分渔业发达地区率先实现渔业现代化。本文主要通过对基隆三种渔业经营模式,即产业链一体化经营模式、多元化经营模式,差别化经营模式以及对舟山渔业经营模式存在的问题进行分析,得出了基隆渔业经营模式对舟山的战略启示和策略启示等相关结论。战略启示是实行渔业产业链一体化经营模式、渔业多元化经营模式和渔业差别化经营模式。策略启示是舟山要提高对渔业养殖环节、加工环节和运销环节的重视;培养渔业企业的品牌意识,加强对树立渔业品牌的投入;采用现代化的生产加工技术,加大对产品研究和开发的投入;大力发展舟山渔业多元化经营,推动休闲渔业的发展。
[Abstract]:Fishery is an important part of our economy, which is very important to our economic development. After reform and opening up, fishery got further development. Fishery is the pillar industry of Zhoushan, but at present there are some problems in the fisheries management in Zhoushan, and the traditional fishery is also facing difficulties. These problems lead to the decrease of fishermen's income, so it is necessary to realize the modernization of fishery in order to change the present management situation. The transformation from traditional fisheries to modern fisheries is a necessary link for fisheries to cope with the fierce market competition. To realize the modernization of fisheries, it is necessary to adopt a fishery management model adapted to the future economic development. It is of great practical significance to study the fishery management mode of Keelung and put forward the enlightenment to Zhoushan fishery management model. In order to tie in with the fisheries development objectives set forth in the outline of the Twelfth Five-Year Plan for National National Economic and Social Development, namely, the twelfth five-year plan of the State, Zhoushan must also rely on the scientific fishery management mode to change the fishery management mode which can not adapt to the future economic development. The objectives of the national fishery development are as follows: first, the fishery safety production is steadily improved at a higher level, and the industrial structure is further optimized; second, the fishermen 'income continues to grow rapidly; Third, some developed fishing areas took the lead in realizing fishery modernization. This paper mainly analyzes three kinds of fishery management modes in Keelung, that is, integrated management mode of industrial chain, diversified management mode, differential management mode and the problems existing in Zhoushan fishery management mode. The strategic enlightenment and strategic enlightenment of Keelung fishery management model to Zhoushan are obtained. The strategic inspiration is to implement the integrated management model of fishery industry chain, the diversified management mode of fishery and the differentiated management mode of fishery. The enlightenment of the strategy is that Zhoushan should pay more attention to fishery farming, processing and marketing, cultivate the brand awareness of fishery enterprises, strengthen investment in establishing fishery brand, adopt modern production and processing technology, Increase the investment in product research and development, vigorously develop the diversified operation of Zhoushan fishery, promote the development of leisure fishery.
