东莞市南城区居民耕地保护意识及支付意愿研究

【摘要】：民以食为天,食以地为本。土地是人类生存的根本,没有土地,就不能给人类提供赖以生存的自然资源和必备的生活用品,特别是耕地。从原始狩猎社会进入农业社会后耕地一直以来都是各朝代兴衰更替的关键之一,因此我国从建国以来一直关注土地特别是耕地问题。虽然我国把“十分珍惜和合理利用土地,切实保护耕地”作为我国必须长期坚持的一项基本国策。但在实际处理耕地保护长远利益和经济发展短期利益的相冲突的时候,我们往往缺乏耕地保护意识,个别地方出现占用良田耕地大搞建设,而换以劣质土地作为耕地补偿的现象。本文以东莞市南城区城镇普通居民为例对其耕地保护意识和支付意愿展开研究。作者运用问卷调查法、文献法、典型访谈及定性分析相结合的方法,通过对东莞南城普通城镇居民对耕地保护意识和支付意愿的调研,分析我国耕地保护政策实施的宣传普及情况,并提出相关建议,如加大公广告益宣传,加强民众对耕地保护政策实施的监督作用,提高民众参与耕地保护的自发性和积极性,公开地区实际耕地数量及变化情况,引导社会公益项目参与耕地保护及开发,探索建立耕地外部性包装产品交易市场等,为进一步完善我国耕地保护制度提供借鉴和决策参考。
[Abstract]:The people take food as the sky and eat the earth as the basis. Land is the basis of human survival. Without land, we can not provide people with the natural resources and necessary necessities, especially cultivated land. The cultivated land has been one of the keys to the rise and fall of the dynasties since the primitive hunting society entered into the agricultural society, so our country has been paying attention to the land, especially the cultivated land since the founding of the people's Republic of China. Although our country regards "very cherish and reasonable use of land, protect cultivated land" as a basic national policy that our country must insist on for a long time. However, when we actually deal with the conflict between the long-term interests of cultivated land protection and the short-term interests of economic development, we often lack the awareness of cultivated land protection. In exchange for inferior land as a compensation for the phenomenon of arable land. This paper studies the cultivated land protection consciousness and the willingness to pay for the urban residents in Nancheng City of Dongguan City as an example. By using the methods of questionnaire, literature, typical interview and qualitative analysis, the author investigates the consciousness of cultivated land protection and the willingness to pay of ordinary urban residents in Nancheng, Dongguan. This paper analyzes on the propaganda and popularization of the implementation of cultivated land protection policy in China, and puts forward some relevant suggestions, such as increasing the publicity of public advertising, strengthening the public's supervision over the implementation of cultivated land protection policy, and improving the spontaneity and enthusiasm of the people to participate in cultivated land protection. To open up the quantity and change of actual cultivated land, to guide social welfare projects to participate in the protection and development of cultivated land, to explore the establishment of trade market of cultivated land external packaging products, and to provide reference and decision reference for further improving the system of cultivated land protection in China.
