粮食国际贸易对中国粮食安全的影响及应对策略研究

【摘要】：伴随着当今世界经济一体化趋势日益加深,世界各大主要国家以及经济组织之间的经济相互制约程度不断提升,各种不确定性因素对国家经济安全的冲击日益增多,尤其是对国际粮食贸易的冲击。这都对整个中国粮食安全产生巨大影响。一个国家是否有足够的粮食储备,是否具备应对粮食安全带来的一系列问题的相关策略这都是一个国家经济是否可以安全运行的重要基础,在经济全球化背景下,粮食安全问题面临着诸多不确定性因素的挑战。随着形势的不断变化,影响当代中国粮食安全的一些新情况和新问题引起了社会的广泛关注。论文首先对国际贸易、粮食安全等相关概念进行了界定;以国际贸易理论等相关理论为基础,分析了中国粮食国际贸易的现状及存在的问题,论述了粮食国际贸易对中国粮食安全产生的影响,针对开放经济条件下粮食安全的客观要求,提出了一些对策建议。在研究过程中,形成了以下基本认识:首先,对粮食国际贸易的研究和分析是为了深度进行中国粮食贸易安全工作的基础性准备,只有充分掌握了这些资料才能更好的服务于中国粮食贸易安全。其次,在中国粮食安全的建设和发展过程中,需要充分考虑到自身的具体情况,虽然从某种程度上来说,参与到国际粮食贸易过程中有助于推动国内粮食贸易的发展,但是国际粮食贸易对国内粮食安全的冲击是明显的。需要正视这种冲击和影响。再次,在进行有针对性的进行粮食安全策略和方法过程中,需要对当前中国粮食贸易的现状以及存在的问题进行具体化分析,然后在此基础上才能有针对性的去进行对策分析。最后,中国粮食安全的稳定和发展,并不是靠某一个因素所能支撑的,这就需要对外在和内在的因素都能做出具体的研究分析,只有这样才能确保中国粮食贸易积极参与到国际粮食贸易的同时,也能充分保证中国粮食安全。为中国粮食贸易的发展创造出最大的经济利益和社会价值。
[Abstract]:With the deepening trend of world economic integration, the degree of economic mutual restriction between major countries and economic organizations in the world is increasing, and the impact of various uncertain factors on national economic security is increasing, especially the impact on the international grain trade. Whether a country has enough grain reserves and whether it has a series of related strategies to deal with food security is an important basis for the safe operation of a country's economy. In view of the impact of China's grain security and the objective requirements of food security under open economic conditions, some countermeasures and suggestions are put forward. In the course of the study, the following basic understandings have been formed: first, the research and analysis of grain international trade is for the basic preparation of the security work of the grain food trade in China. In the course of the construction and development of China's grain security, it is necessary to take full account of its own specific conditions in the course of the construction and development of China's grain security. The impact on domestic food security is obvious. It needs to face the impact and influence. Again, in the process of carrying out targeted food security strategies and methods, it is necessary to make a specific analysis of the current situation of China's grain trade and the existing problems, and then on this basis can the targeted measures be carried out.
