围场县农村土地流转与适度规模经营的研究

【摘要】：自实行土地家庭承包经营责任制以来,围绕土地流转和规模经营问题而展开的争论一直不绝于耳。2014年中共中央办公厅、国务院办公厅印发《关于引导农村土地经营权有序流转发展农业适度规模经营的意见》,提出"稳定和完善以家庭承包经营为基础、统分结合的双层经营体制,健全在依法、自愿、有偿基础上的土地承包经营权流转机制,有条件的地方可发展多种形式的土地流转和适度规模经营"。使土地流转和农业规模经营又一次成为学术热点问题。本文从土地流转和农业适度规模经营思想的渊源及演化出发,在总结河北省围场县土地流转和适度规模经营的基础上,结合目前土地流转和农业规模经营实践成果,对土地流转和农业规模经营内涵进行阐述,深入分析农业规模经营的理论基础、概念以及内涵,揭示围场县目前存在的形式多样的农业规模经营模式及其强大生命力,阐述该经营模式发展符合生产力决定生产方式以及生产关系的客观规律。同时阐明农业规模经营的目标模式不应局限于某一种或几种要素的规模扩大化,或生产技术范畴内的要素组合。从社会分工和专业化生产视角关注农业规模经营,以不改变现有土地承包经营责任制为前提,为我们解决超小规模农业生产提供了更广阔的视角,进而推动农民家庭经营融入到社会化大生产并参与到国际竞争中。我国农业规模经营应在坚持家庭联产承包责任制的原则下,通过进一步完善家庭经营承包制、创新土地制度,并发展社会化的中介服务组织,加快农村剩余劳动力转移来实现。

Land circulation and agricultural scale management have once again become a hot academic issue. Starting from the origin and evolution of land circulation and agricultural moderate scale management, this paper summarizes the land circulation and moderate scale management in Weichang County, Hebei Province, and combines the practical results of land circulation and agricultural scale management at present. This paper expounds the connotation of land circulation and agricultural scale management, deeply analyzes the theoretical basis, concept and connotation of agricultural scale management, and reveals the various agricultural scale management modes and their strong vitality in Weichang County. The development of this management mode accords with the objective law of productive forces determining production mode and production relations. At the same time, the target mode of agricultural scale management should not be limited to the expansion of one or several factors or the combination of elements in the field of production technology. From the perspective of social division of labor and specialized production, we pay close attention to agricultural scale management, and on the premise of not changing the existing responsibility system of land contract management, it provides us with a broader perspective to solve the problem of ultra-small scale agricultural production. Furthermore, farmers'family management should be integrated into socialized production and participate in international competition. Under the principle of household contract responsibility system, agricultural scale management in China should be realized by further perfecting the contract system of household management, innovating land system, developing socialized intermediary service organizations and speeding up the transfer of rural surplus labor force.
